ITU Job Vacancy 2023

Tasks and Responsibilities: Under the general authority of the Regional Director, and in collaboration with the Head of the zone office, if necessary, the holder performs the following tasks:

  • Develop and support programs and projects of interest to the region, in coordination with regional offices and ITU area offices.
  • Provides technical advice and assistance to Member States in developing digital transformation strategies and approaches at the national and regional levels, and activities based on digital technologies, as well as the management and implementation of various programs and projects.
  • Analyzes and keeps abreast of the most recent developments and trends in the field of digital transformation and digital technology in general, including with regard to policies and regulations, ICT applications, innovation, digital technologies, such as artificial intelligence ( IA ), Internet of Things ( IoT ), big data, 5G and space technologies, to name just a few.
  • Ensure that good practices are in place to improve the contribution of ITU to joint projects and programs with the United Nations and development partners.
  • Monitor progress within its area of competence and provide advice to officials and colleagues. Monitor and implement programs and projects for effective connectivity and digital inclusion.
  • Provides support to programs and projects, defines and reviews the needs and descriptions of projects, suggests joint activities, mobilizes resources and offers partnership possibilities. Identifies, proposes and embodies possibilities for cooperation with United Nations agencies, regional or international organizations, development partners, private sector entities, academic institutions and other relevant stakeholders. Acts as a specialist in the framework of cooperation programs and projects under his responsibility. Prepare and write, if necessary, contributions for the program and project budget. Monitor these projects throughout their life cycle.
  • Following the execution of the program and project budget and the financial statements, reports to managers on the situation and draws their attention to potential problems. Identifies potential partners and funding possibilities and actively works on the organization of meetings, participates in them and monitors them.
  • Supervises, organizes and directs program, project and product evaluations. Edit and compile the documentation necessary for work on projects or programs. Analyzes, develops and organizes general information and project reference documents, and takes them into account, by determining and proposing strategies and decisions and adding technical value to programs and projects.
  • Ensures the function of coordinator ( ) for certain questions relating to the ITU study committees in general, and the ITU-D study committees in particular, as well as technical groups at regional level.
  • Liaises with regional, national or international organizations, as well as with other institutions of the United Nations system, the African Union, the African Telecommunication Union, Smart Africa and other organizations and partners, and provides them with technical support. Recommends potential partners when selecting and proposing large-scale collaboration activities.

Qualification & Experience:

  • Higher university degree in economics, management or engineering of telecommunications / ICT, business administration, public administration, in project management or in a related field.
  • At least five years of experience in positions of increasing responsibility in the field of employment, including at least two years at the international level. In-depth knowledge and experience of subjects related to the economics of telecommunications / ICT networks and applications. A doctorate in a related field can be considered equivalent to two years of professional experience.
