How can you make a difference:

  • Coordinate UNICEF’s involvement within the framework of the UNDAF group on Humanitarian Response, Recovery and Food Security; develop sustainable and institutionalized disaster preparedness and response capacities within government’ structures at federal and regional levels; develop and implement a multi-year non-food recovery / transition strategy.
  • Ensure that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in all UNICEF annual and regional workplans with special emphasis on the development of community-based mitigation and preparedness in the most marginalized areas of Somali, Afar, Gambella and Benishangul-Gumuz regions as well as other areas highly vulnerable to natural or conflict induced emergencies.
  • Provide leadership, direction and overall coordination and ensure the coherence of a range of special UNICEF assistance supporting populations affected by emergencies due to conditions caused by chronic vulnerability to natural disaster, overall livelihood insecurity and conflict.
  • Maintain continuous, effective and strategic coordination, consultation and liaison with Government, UN agencies, NGOs and donors on aspects related to the special needs of children and women threatened or affected by crisis situations. Ensure that the UNICEF support provided to the government in respect to sectoral coordination within the framework of the IASC cluster leadership and based on the Core Commitments for Children in Emergencies is effective.
  • Work with program sections, regional program officers and senior management to mobilize donor response in support of UNICEF emergency preparedness, response and recovery / rehabilitation-related funding needs including annual or multi-annual humanitarian appeals and advocacy documents.
  • Represent UNICEF in all humanitarian and recovery related forum at the strategic level and keep management informed of all humanitarian developments in the country in terms of policies, situation developments, potential threats and opportunities / issues around partnership.
  • Oversee that further development of strategies, processes and internal mechanisms to ensure UNICEF’s own capacity to respond to emergencies through the Government as well as NGO partners is taking place effectively through the work of the Emergency Manager.
  • Provides field operations oversight functions and program management to ensure that the funding, budget, management indicator reporting, NGO/PCA and field office coordination of the regional structures are all managed efficiently and effectively with clear accountabilities.

Qualification & Experience:

  • An advanced university degree (Master’s or higher) in International Relations, Social Sciences, or a related field. A first-level degree with an additional two years of experience will be considered.
  • A minimum of 10 years of relevant professional experience at national and international levels in development and emergency programme management, emergency response coordination, analysis and reporting, engaging donors, managing large diverse teams in various locations and leading emergency responses to humanitarian crisis in complex situations.
  • Experience with programming in peacebuilding and post-conflict environments would be an asset.
  • Developing country and emergency work experience is required.
