The United Nations Office to the African Union (UNOAU) was established on 1 July 2010 by UN General Assembly Resolution 64/288. The Office integrated three existing offices: Department of Political Affairs (DPA) Liaison Office, the Department of Peacekeeping Operations (DPKO) AU Peace Support Team and the Department of Field Support (DFS) Planning Team for Somalia to support the African Union Mission in Somalia (AMISOM), as well as the support component of the United Nations and African Union Mission in Darfur (UNAMID) Joint Support Coordination Mechanism (JCM) office in Addis Ababa.

UNOAU Job Vacancy 2023

Responsibilities:

  • Administers and monitors regular budget, support account and extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Reviews and analyses data with respect to the finalization of cost estimates and budget proposals;
  • Provides support to managers with respect to the elaboration of resource requirements for budget submissions;
  • Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures;
  • Monitors budget implementation and determines/recommends reallocation of funds when necessary;
  • Monitors expenditures to ensure that they remain within authorized levels;
  • Prepares relevant documentation with respect to budget performance submissions;
  • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;
  • Provide advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars;
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  • Monitors that proposed obligations or disbursements for services, supplies and equipment, as well as those pertaining to personnel, are in accordance with UN Financial Regulations and Rules;
  • Performs duties as Approving Officer and ensure that expenditure, obligations and disbursement are approved and released correctly and in a timely fashion;
  • Analyze and review monthly financial statements;
  • Review payments, advances and interoffice charges on the basis of proper supporting vouchers and other documents which indicate that the goods and services have been received;
  • Produce major/complex financial reports for management purposes using Umoja and Business Intelligence;
  • Review of PPE & Inventory annual reports and manage accounting for fixed assets in Umoja.
  • Participate and play active/key role in the implementation of various Umoja modules.
  • Provide expert guidance and leadership to support staff under supervision to ensure accounts payable, receivables, petty cash/imprest, GL accounts reconciliations, and cost recovery/projections are processed timely and accurately.

Qualification & Experience:

  • Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field.

  • Experience with both Regular Budget, Support Account, Extra-Budgetary Funds, IPSAS, SAP, Umoja is required.
