UNOAU Job Vacancy 2021

Job Responsibilities: Within delegated authority, and under the guidance of the Chief of Staff, the Mission Planning Officer will:

  • Develops and maintains productive collaboration with mission components, bilateral and multilateral donors, African Union and other stakeholders;
  • Supports the preparation of a mission work-plan, which, building on the vision of the SRSG, translates the mission mandated tasks into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of mission component plans.
  • Provides advice to mission components in development of component-level plans, including to ensure coherence with the Mission’s overall strategic direction and planning tools.
  • Provides advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices; provides recommendations on design of specific planning tools and mechanisms, in line with policy and best practice, to meet the needs of the mission and partners.
  • Requests, analyses and drafts inputs to the Mission Results-Based Budget (RBB) framework and performance reports, and prepare inputs as required for audits, budget monitoring and performance reporting.
  • Provide substantive and practical support, such as serving as secretariat, to relevant committees, task forces, clusters, inter-agency coordination groups, steering committees and working groups;
  • Serve as focal point for internal controls, monitoring and evaluation; lead the process for internal control reviews and deliver timely action plans and monitor progress to address and resolve control issues;
  • Monitor and evaluate mandate implementation and workplans, prepare position papers, and record policy related decisions.
  • Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary.
  • Design and implement a resource mobilization strategy in line with UNOAU priorities, assist in proposal development and support donor relations efforts and reporting, and grant management;

Qualification:

  • Advanced university degree (Master’s degree or equivalent) in Political Science, Management or Development, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is an asset.

Experience:

  • A minimum of seven years of relevant, progressively responsible professional experience, including in policy development at the strategic level as well as facilitating and coordinating multi-stakeholder planning processes in peace consolidation settings
  • Field experience is required, including at least one year in a UN peacekeeping mission/special political mission, and/or working with UN Agencies, Funds and Programmes in a post-conflict setting.
  • prior experience and familiarity with the budget planning and reporting process including the Results-Based Budget (RBB) framework and performance reporting, as well as the UN system of internal controls, is required
  • Prior experience in extrabudgetary trust fund management, donor relations and reporting is required
  • Prior experience in monitoring and evaluation of mandate implementation is desirable
  • Prior experience in supporting partnerships with regional/sub-regional organizations in peace and security is desirable.
  • Comprehensive knowledge of relevant UN policies, procedures and operations
