The Office integrated three existing offices: Department of Political Affairs (DPA) Liaison Office, the Department of Peacekeeping Operations (DPKO) AU Peace Support Team and the Department of Field Support (DFS) Planning Team for Somalia to support the African Union Mission in Somalia (AMISOM), as well as the support component of the United Nations and African Union Mission in Darfur (UNAMID) Joint Support Coordination Mechanism (JCM) office in Addis Ababa.

Responsibilities:

  • The Programme Management Officer – Finance and Budget conducts programme / project development, implementation, monitoring and assessment; reviews relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, including African Union and United Nations staff; and identifies and initiates follow-up actions.
  • Provides field support advice including research and programme evaluation and presents information gathered from diverse sources. Assists in the preparation, coordination and monitoring of policy development and field support plans in support of the African Union; provides field support advice and reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
  • Prepares various written outputs with respect to the finance and budget aspects of current and proposed African Union peace operations, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
  • Conducts outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics / activities with respect to the support aspects of peace support operations. Participates in the conduct of field missions, including provision of guidance to external consultants, African Union personnel and other parties and drafting mission summaries with respect to the financial support aspects of relevant peace missions.
  • Represents United Nations and establishes collaboration and partnerships with key officials at all levels inside and outside the African Union, particularly including liaison between the relevant AU peace operations, and Headquarters staff for financial resource support matters.
  • Ensures the mainstreaming of gender, women peace and security and youth peace and security into all policy documents, guidelines, processes and practices, training and development activities within the AU.

Education Qualification and Experience:

Qualification:

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, financial management or related field. A first level university degree with a combination of five additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of seven years of progressively responsible experience in project or programme management, financial administration, or related area is required.
  • Experience and practical knowledge of the requirements of IPSAS and how to implement them is required
  • Experience in finance and budget management, financial policy development and implementation is desirable.
  • A minimum of 2 years of experience in a field mission (peacekeeping or political mission) is desirable.
  • Experience in policy development and facilitation, and coordination of multi-stakeholder planning processes is desirable.

Languages:

  • English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
