UNODC Job Vacancy 2023

Duties and Responsibilities: Background of the assignment:

  • The StAR Initiative (StAR) is a partnership between the World Bank Group and the United Nations Office on Drugs and Crime (UNODC) that supports international efforts to end safe havens for corruptly acquired assets. StAR works with developing countries and financial centers to prevent the laundering of proceeds of corruption and to facilitate more systematic and timely return of corruptly acquired assets. StAR advocates that developed and developing countries share a joint responsibility in tackling corruption and that international collaboration and collective action are needed to facilitate asset recovery.
  • In October 2018, the Government of Ethiopia requested StAR to provide advisory and technical assistance in its stolen asset recovery efforts. Furthermore, during the Pursuant to the original request StAR deployed scoping and follow up missions to Addis Ababa in October 2018 and February 2019, and developed a plan aimed to provide support to the Asset Recovery Investigative Task Force (ARITF) and the Attorney General’s Office (AGO). Subsequently, the AGO transformed the ARTIF into a Directorate of Asset Recovery in early 2021, and StAR has continued its support in building capacity to recover proceeds of corruption. During a StAR mission carried out in September, 2022, the team identified the need to build capacity among the judiciary to increase their understanding of international asset recovery and FATF standards in regards to confiscation.
  • Accordingly, StAR needs to recruit a consultant to support these activities.

Qualification & Experience:

  • An advanced university degree (Master’s degree or equivalent) in business administration, international relations, social science, law, political science, international relations or criminology, in in the area of law enforcement, law, accountancy, (or a relevant related discipline), is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least ten (10) years’ work experience in the area of criminal law and financial investigations, specifically on complex financial investigations and/or prosecutions including seeking and obtaining international cooperation is required;
  • Experience in mentoring and training junior staff and in leading teams of investigators is desirable;
