Duties and Responsibilities: Under the overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking Programme (Programme Management Officer) based at the Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya, and direct supervision of the Associate Crime Prevention and Criminal Justice Officer, the consultant will perform the following tasks;
- Analyze and assess the current legislative framework on witness protection and the report developed by the national partners on the gaps of Proclamation 699/2010;
- Develop a workplan in coordination with UNODC and relevant national authorities;

Qualification:
- Advance university degree in law, legal studies, political sciences, sociology or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience
- A minimum of 10 years of proven professional experience in senior legal advisory positions and drafting of government legislation is required;
- Experience in Witness/victim protection is required;
- Proven experience in legal research and analysis is required;
- Proven experience and proficiency in using international and national legal instruments is desirable;
- Experience in development legislative work and legal systems in Eastern Africa is desirable;
- Wide experience with government agencies, local and international NGOs and UN agencies is desirable;
