Job Accountabilities:

  • Develop, update and operationalize SOP for CBT and internal control to guide the CO,
  • Participate in internal cash working groupe (CWG) and update on CBT for finance prospective,
  • Participate and engaged with other units for on-site field visits and workshops with partners to provide constructive risk minimization advice.
  • The finance officer will Innovate and improve CBT process from the finance perspective and address issues raised in oversight and Audit reports.
  • Performing Macro financial assessment (MaFA)to provide an overview of the financial sector of the country, highlighting the risks and opportunities in the financial sector; and providing recommendations on the selection of transfer modality and delivery mechanisms for the CBT implementations.
  • Perform Financial Capacity Assessment (FCA).
  • Regularly carrying out and updating as and when required Micro financial assessment (MiFA) evaluating individual financial service provider’s (FSP’s’)
  • Participate in Due Diligence (DD) evaluations of FSPs with CO, RBN, and HQ.
  • Performing all kinds of CBT reconciliation (CBT bank account reconciliation, wallet and mobile account, fund movement…)
  • Participate in FSPs contract process with other units and when necessary, per delivery mechanisms and make sure it aligns with WFP requirement and procedures.
  • Coordinate Performance Evaluation of FSPs with other units by using the PET tool and make sure it’s done before FSP’s contract extension action.
  • Lead on the CBT dedicated reconciliation team to make sure that the reconciliation per distribution cycle is done and make sure that benefits reached the intended beneficiaries and identify animalities for appropriate remedial actions is discussed with CWG and addressed. .
  • Monitoring CBT operation for possible sweep back of funds for inactive accounts based on: payment Instrument Status Report (from FSP), and beneficiary Account Status Report (from FSP).
  • Advising on the appropriate accounting scenario and thereby on when CBT expenditures are to be recorded for correct timing of expenditure recognition guidance
  • Providing CBT vendor, PRCB, POCB types creation advice and identifying appropriate accounting scenarios for correct form of expenditure recognition guidance.
  • Verifying payment lists in scope and there by identifying transfer amounts to FSPs (benefits + Service charges/automatic transfer fees deductions)
  • Posting transfer journal entries (JVs) from WFP’s imprest bank account to WFP to a dedicated WFP Beneficiary Cash Account (BCA) to be followed with Drafting payment instructions to FSP.
  • Processing payment advances of cooperating Partners (CP) for CBT transfers and clear related advances while giving due attention for periodical expense recognition as per IPSAS guidance.
  • Recording and reporting of CBT losses due to incidences of fraud, losses and errors, if any
  • Contacting FSP for CBT redemption reports and advice concerned units for timely SES for CBT redemptions and transfer fees.
  • Proceed with clear of all CBT transactions related to FSPs and bank open items.

Qualification:

  • Advanced University Degree in Finance, Business Administration, Accounting or other related fields; or a University Degree in the related field.

Experience:

  • At least Five (5) years of experience in finance particularly in CBT. Previous experience of working in developing countries is an asset. Has experience reviewing and analyzing financial statements, and has experience implementing accounting and internal control processes.
