Roles and Responsibilities:

  • Be a part of the World Bank’s URL team based in the Ethiopia Country Management Unit (CMU). This would involve day-to-day working with the task teams and internal stakeholders (including the CMU), local and national government authorities, and development partners at the policy and operational level;
  • Participate in task teams to prepare and supervise lending operations, prepare analytical and advisory activities, and develop new business opportunities in URL sectors;
  • Support the day-to-day supervision of projects/programs and strongly support the TTL in the management of projects/programs, including as backup.
  • Plan missions for preparation, supervision, and quality assurance through preparing detailed schedule, checklist, follow on confirmation of schedules with local, regional, and federal agencies, and follow up on the logistics.
  • Actively participate in these regular missions under the leadership of the Team Leader and take responsibility to review and track the progress of project/program preparation and implementation. Interact with federal, regional, and local government representatives, support the project implementation units, and assist them in monitoring progress and reporting.
  • Consolidate mission findings from team members, initiate technical discussions with the implementing agencies, and draft technical field notes, Aide Memoires, and management letters and update internal reports in the system; and follow up and support the implementation of agreed actions.
  • Follow up on procurement requests and work with the Bank team and Government counterparts to release any bottlenecks. This is to help ensure timely and effective completion procurement and implementation of project activities.
  • Follow up the timely submissions of financial monitoring reports and disbursements to facilitate smooth fund flow.
  • Support the identification of needs and capacity building activities to improve urban governance.
  • Participate in the preparation of the implementation completion report (ICR) of urban projects/programs, effectively documenting their achievements and lessons learned.
  • Contribute to the urban development, land policy and urban resilience dialogues and provide just-in-time advisory work in business development and policy reform, ensuring comprehensive integration of the urban, resilience, land, and territorial development agendas, as appropriate;
  • Contribute to executing necessary analytics and prepare new operations in consideration of climate change and disaster risks notably relating to floods, landslides and earthquakes, to inform the agenda on urban resilience and low-carbon urban development
  • Contribute to cross-sectoral engagements, such as Sustainable Development Practice Group work, Systematic Country Diagnostic, Country Partnership Framework, Climate Change and Development Reports, and other strategic CMU-led activities – as needed.
  • Contribute to briefing notes on sector and project issues, for CMU and GP management, to facilitate meetings with higher level officials.
  • Help adapt global good practice to the local context and advise government counterparts and World Bank teams on matters related to green, resilient, and inclusive urban development;
  • Supervise the work of consultants and technical specialists to ensure consistency and conformity to World Bank standards; evaluate studies and sector-related project documentation;
  • Provide guidance to government counterparts and implementing agencies by identifying potential problems and advising on required actions, as well as overall project/program design and implementation;
  • Help to mobilize grants and manage Bank Executed Trust Fund (BETF) activities, including preparation and review of grant proposals, consultation on technical issues, preparation of progress reports, project briefings, disbursement reporting, and quality control of deliverables;
  • Participate in professional development and knowledge sharing activities in the URL Global Practice, the Global Solutions Groups (GSGs), and contribute specific knowledge both within the assigned countries and in the World Bank;
  • Provide coaching and mentoring on-the-job to short-term consultants and extended term consultants; and
  • Perform other duties and functions as assigned by the Practice Manager.

Qualification:

  • Advanced university degree (Masters) in a field relevant to urban development, such urban or regional planning, economics, geography, municipal finance, infrastructure engineering, public policy, political science, geospatial technologies, or a related field;

Experience:

  • At least five years of relevant experience in urban infrastructure, urban development sector or related field;
  • Experience working on metropolitan, urban infrastructure project development and implementation is an asset;
  • Prior experience working on World Bank financed projects and analytical activities is also preferred;
