Accountabilities:
- Support the Senior WASH officer in facilitating the process of establishing smooth and fulfilling work relationships with host government offices and their implementing arms.
- Lead the rapid and detail assessment Ensure high quality activity implementation timeline, detail procurement as well as spending plans prepared in the first month of the project period with the good engagement of the WASH staffs in Tigray (Adigrat) field office.
- Ensure a timely recruitments of WASH officers and assistants, volunteers, establish HDAs , IDP WASH committees and ensure the timely startup of the WASH undertakings in the upcoming response in Tigray region.
- Assist the Senor WASH officer and technically support the WASH assistants in the design, implementation and oversight of all PHE and PHP undertakings of the overall WASH responses in the areas of his responsibility.
- Assist the Senior WASH in ensuring the programmatic integration of the WASH sector with the health, nutrition, and protections sectors of the FHI360 and other similar actors in the intervention areas.
- Ensure high quality, consistent and timely Indicator tracking reports, program narrative reports, clusters 4W and 5W reports are prepared and shared with all necessary detail information in agreed schedule.
- The WASH officer/PHP is responsible for regular compilation and online reporting of the FHI360 WASH responses in close collaboration with the grant and communication team regular.
- Oversight of all WASH related construction undertakings in health facilities and one stope centers in different project areas in Afar.
- Represent FHI 360 at various levels of coordination platforms including the regional WASH Cluster and its technical working groups. CCCM, IDP Camp review meetings and engagement with the partners whenever called up on.
- Ensure all relevant IEC/BCC materials with key messages including Leaflets, Posters, banners and other branding materials are designed and produced and disseminated timely.
- Responsible to ensure effective communications done in all IDP camps and host community intervention areas on beneficiary selection criteria’s, entitlement packages as well as complains handling arrangements by producing and posting at least two weeks before the actual delivery/distribution date with close collaboration and follow up with the WASH and MEAL sector focal points.
- Assist the WASH coordinator in tracking feedbacks received from the community through different channels like CFM, Weekly meeting as well as in any other forms and take immediate action to address those issues.
- Identify risky hygiene behaviors and other WASH needs within target communities, including identification of possible intervention types and strategies set under the project as part of the response and support their implementations accordingly.
- Assist the Senior WASH officer in drafting research topics, design research objectives and tools, lead data collection as well as analysis of the data to draw possible lessons to tune future programing in the public health promotion sub sector. Deputize the Senior WASH officer and/or WASH Officers whenever is needed.
- Serve as a lead expert in coordinating research-based responses including SUPPER TOWEL and WASH’EM implementation in his areas of responsibility.
- Work closely with other FHI 360 units – including health and nutrition, logistics and finance, HR and administration – to ensure programmatic integrations, effectiveness, efficiency and all necessary compliances are met.
- Identify infrastructural and IPC problems within health facility settings and come up with technical and financial propositions of how they can be fixed.
- Draft design bills of quantities, specifications, and cost estimates for proposed public health promotion and Environmental health interventions including for hazardous waste managements in health facilities.
- Prepare TORs, MEMOs, Attendance, and payment documents for all activities under the PHP component of the project in the first two months of the project and ensure the PR and payments are done timely.
- The WASH officer is responsible to inspect before delivery of all WASH supplies under the project and give quality approvals to supplies met the anticipated quality and responsible to reject poor quality supplies in consultation with the procurement team.
- Guide and support WASH assistants to discharge their duties.
- the procurement and spending’s against the plan to ensure they are implemented within the budget frame and in compliance with FHI 360 and donor requirements..

Educational Qualification and Exprience:
Education:
- Bachelor’s Degree in public health, environmental or social studies or related fields.
Experience:
- 3 years’ experience in public health, environmental or social studies or related fields in humanitarian response projects – preferably with INGOs, or community development areas.
- Hands on experience designing, implementing, and managing WASH programs with focus on behavior change and communication areas in public health promotion sub-sector in humanitarian settings.
- Experience in conducting deferent community-based research in public health, nutrition, WASH and behavior change and communication areas is an asset.
Language:
- Fluent in in English and strong knowledge of local language as well as additional languages in Ethiopia is a plus.
