Responsibilities:
- Provide day-to-day supervision, guidance, and monitoring of all grant funds and activities including management of the grant-making mechanism, grant solicitation and information conferences, evaluation, award, monitoring, environmental compliance, pre-award site survey, applicant vetting, legal registration, etc.
- Ensure all grants are administered in compliance with USAID policies and procedures and other regulations.
- Work with Value Chain and Market staff to originate new ideas, identify opportunities for innovative energy solutions suited for grants and grantees.
- Use RTI’s already-developed Grants Manual as an adjustable template to tailor grants processes, requirements, and reporting mechanisms during start-up and maintain strict compliance to regulations and requirements related to all aspects of recipient monitoring and awards management.
- Oversee grants management process & subcontracts for local organizations, including grant proposal tracking, review, and approval process.
- Conduct periodic grants reviews including site visits to the grantees and report follow up as appropriate, in consultation with the Chief of Party
- Maintain financial management files for grants and ensure audit trail for all necessary grant documentation.
- Ensure timely financial disbursements and compliance with grants financial management policies, monitor all grant expenses, and provide regular updates on grant status.
- Provide technical assistance as required to build capacity of local partners & grantees.
- Coordinate closely with relevant technical and operational personnel to ensure timely delivery of appropriate grants supporting technical assistance, physical infrastructure, and equipment.
- Manage and monitor the budget of the grant mechanism and individual grants in consultation with the Finance Manager and Chief of Party.
- Manage the grant evaluation and submission process including screening potential grantees, evaluation of potential grantees and applications in accordance with USAID and RTI regulations, assessment/feasibility of deliverable completion, and approval requests as needed and required.
- Prepare quarterly financial and activity reports.

Qualification & Experience:
- Master’s degree in Accounting, Business Administration, Finance, or related field with 3 to years of experience; or bachelor’s degree with 6 years of experience.
- At least three years of experience in grants design and administration, management, and distribution of grants; past experience administering USAID grants strongly preferred.
- Demonstrated experience in leading grant solicitation, due-diligence, selection, award, monitoring & evaluation and closeout of a large grants program; USAID grant making experience is a significant advantage;
