Duties and Responsibilities: This assessment is requested by the Micro and Small Enterprise Authority (MSEA), Kenya, which is the state corporation established by the Kenya Micro and Small Enterprises Act No. 55 of 2012 to formulate policies and integrate resources and services to support the growth of the MSME sector in Kenya. The national consultant selected to conduct this assessment will be responsible for conducting desktop reviews, interviewing stakeholders and ensuring data analysis of high-caliber that leads to an assessment report informing the MSEA with relevant policy recommendations with added value to strengthen MSME supporting policies in Kenya, expanding contributions of MSMEs to progress towards Sustainable Development Goals (SDGs) and building back better in Kenya. The assessment will also identify gaps and opportunities that would accelerate the growth and enhance the resilience of the MSME sector during the implementation of the African Continental Free Trade Area (AfCFTA).

Qualification:
- Advanced university degree in entrepreneurship, business administration, economics, social sciences, statistics, project management, strategic Planning, administration, or a related field. A first-level university degree in combination with 10 additional years of qualifying experience may be accepted in lieu of the advanced university degree;
Experience:
- At least ten years of policy analysis experience on private sector and industrial development with experience of working with women and youth MSME entrepreneurs
- Demonstrable experience of policy research and impact assessment relating to the MSME sector is required.
