It is a member of the United Nations Development Group. The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996.

UN Habitat Job Vacancy 2022

Specific Tasks and Responsibilities: The consultant, “Land and Conflict Expert “, shall report to the Chief, Land, Housing and Shelter Section (LHSS) under the Urban Practices Branch or any authorized staff. The consultant will work together with the UN-Habitat/GLTN Secretariat and implementing partners of the Land-at-Scale project in Uganda at the national and local level to conduct the study. Aspects that the consultant needs to investigate include but are not limited to:

  • Conflict context mapping to identify existing and potential land related conflicts to understand their drivers, patterns, geographic scope, and parties involved/affected within customary settings and refugee host communities.
  • Assess the existing power relations in customary land setting and refugee hosting communities and how project interventions will affect them.
  • Assess the effects of land registration efforts on relationship between refugees and host communities and related conflicts.
  • Analyse the impact of conflict on land governance in customary land setting and refugee host communities.
  • Analyse the effects of conflicts on different individuals and groups in particular the effects on vulnerable groups and individuals like women, youth, elderly, orphans, persons with disabilities, widows etc.
  • Assess the existing land dispute resolution mechanisms and conflict management in customary settings and within refugee hosting communities. By looking at the existing capacity and gaps, challenges of the institutional structure for dispute resolution both formal and informal including traditional authorities.
  • Undertake risk assessment and identify conflict mitigation measures in customary land registration and land use planning including refugee host communities.
  • Identify and document best practices and key considerations for the project interventions to do no harm, and to have better opportunities for peace and social inclusion in customary land registration and land use planning.

Qualification & Experience:

  • Advanced university degree (Master’s degree or equivalent) in conflict, peace and security, land management, gender development studies, sociology, or another field relevant to this assignment is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven (7) years’ related experience in undertaking projects or assignments related to land and conflict on customary tenure is required.
  • Proven expertise and knowledge in conflict analysis/assessments design and review of programmes focused on gender equality, equity and mainstreaming in land governance is required.
  • Extensive knowledge of customary land tenure and its related challenges and opportunities in Uganda is highly preferred.
  • Previous experience with UN and/or international organization and government bodies is highly preferred.

Languages:

Fluency in English (both oral and written) is required; knowledge of the other UN languages is an added advantage.
