The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme for human settlements and sustainable urban development. It was established in 1978 as an outcome of the first United Nations Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada, in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group. The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996.

Job Responsibilities: Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Oversees the work of staff and personnel, and the work plan and budget for the Strategic Planning Unit, and the Strategic Monitoring and Reporting Unit.
  • Leads the work on annual Work Programme and Budget preparations together with internal teams.
  • Coordinates the preparation of the Annual Report showcasing the key results of the Organization in line with the Strategic Plan.
  • Manages partnerships and expanded features for the Urban Agenda Platform including in preparation for the World Urban Forum and in follow up for the High-Level Meeting on the New Urban Agenda.
  • Manages global best practices repository and partnerships for the systematization of external best practices on implementing the New Urban Agenda and urban-related SDGs including the Dubai International Award.
  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping, delivers presentations, and represents the Organization at consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme
  • Supports coordination with relevant UN and partner offices on urban development updates, best practices, actions and data at the global, regional and national levels.
  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Qualification:

  • Advanced university degree (Master’s degree or equivalent) in Urban Planning, Urban Development, Urban Geography, Economics, Social Sciences, Development Studies, Urban Governance, Regional Planning, Civil Engineering, Architecture, or any other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area.
  • Experience in managing teams, and in reporting on urban development related results is considered an asset.
