Duties and Responsibilities: The consultant will directly support with the following specific tasks:

  • Develop a roadmap for an “Action Tracker” which will track members States progress towards aspects of air quality management such as monitoring, inventory, health impact assessment, regulatory design and implementation.
  • Outline necessary next steps and roles and responsibilities across key stakeholders for the annual survey of UNEP member states, identify the IT requirements for such an online system, the protocol and timing for annual evaluation of progress amongst member states and the role of UNEP staff in implementing the annual survey and sharing results via a live tracking platform.
  • Develop a roadmap for aligning the ‘Actions on AQ’ online policy tracking system, with a similar but expanded system for tracking other programs on Air Quality Management (as aligned with potential ICAQMx guidance being assessed under Activities 1-7). For example a system could track member state progress toward aspects of AQM such as monitoring, inventory, source attribution, health impact assessment, decision support, public process and regulatory design and implementation.
  • Provide substantive technical and programme support in the implementation of the global Air Quality Programme. This includes review and analysis of issues and trends in air quality management; draft sections of working papers to feed into the implementation of the new Medium-Term Strategy (MTS) 2022-2025 of UNEP; act as reporting focal point of the air quality programme; and prepare summary documents and recommendations under the U.S. funded air quality projects.
  • Support overall project implementation of the project “Monitoring and Supporting Countries to Monitor and Improve Urban Air Quality” including Organise meetings, review reports from implementing partners, review overall progress, and draft quarterly reports
  • Under the project “Developing Air Quality Management Community of Practice in Southern Africa to Increase Action for Clean Air Solutions”, develop the Year 1 and 2 implementation plan; draft legal agreements; and organize meetings between this project and the “Monitoring and Supporting Countries to Monitor and Improve Urban Air Quality” as well as the “Asia Pacific Communities of Practice” project that the U.S. Department of State and UNEP are implementing through separate agreements in a view to ensure synergies.
  • Develop a needs assessment to underpin the activities of the Southern Africa Air Quality Management Community of Practice, in the context of the Lusaka Agreement. This effort will include preparing an electronic survey to be distributed across the countries to further identify key actors in each country in the region, and gain understanding of critical needs and priorities for developing subsequent training/education and communication efforts.

Qualification:

  • An advanced university degree (Master’s or equivalent) in economics, political/environmental science, business administration or related field is required.

Experience:

  • A minimum of five years of progressively responsible experience in air quality management or air pollution issues, is required.
  • Experience in research, analyses/assessment, preparation of background papers for projects and conferences is required.
  • Strong analytical and writing skills are required for this position, as well as experience in facilitating meetings and workshops involving a wide range of stakeholders including government officials.
  • Knowledge of the air quality assessment and monitoring processes is an advantage.
  • Knowledge of, and technical expertise in environment, clean transport, and/or sustainable development particularly in Africa is an advantage.
  • Prior experience working in an international organization setting providing advisory and technical support in environment management and air quality is desirable.
