Duties and Responsibilities: The Coordinating Body on the Seas of East Asia (COBSEA) is a regional intergovernmental policy forum and decision-making body for the Action Plan for the Protection and Development of the Marine Environment and Coastal Areas of the East Asian Region (the East Asian Seas Action Plan). COBSEA’s Strategic Directions 2018-2022, adopted by the Intergovernmental meeting in 2018, encompass focus on nutrients, including measures to identify sources as well as prevention, reduction and control. The Strategic Directions foresee a terminal evaluation toward the end of its 5-year timeframe, to serve both as a performance evaluation of the present Strategic Directions and a formative evaluation for the development of new Strategic Directions. The evaluation will be externally commissioned and carried out in close consultation with the COBSEA Secretariat as well as participating countries. IGM 25 is being held in two parts: The first part of COBSEA IGM 25 was held virtually in September 2021, focusing on urgent operational issues and priority substantive issues. The second part of COBSEA IGM 25 is planned in-person in October 2022 in Viet Nam. The evaluation of the implementation of COBSEA’s Strategic Directions 2018-2022 and elements for a new (draft) Strategic Direction 2023-2027 will be presented during the COBSEA Intergovernmental Meeting 25 Part two (IGM 25.2). Working under the supervision of COBSEA Coordinator and to report directly to COBSEA Coordinator, the consultant will conduct an evaluation report of the implementation of COBSEA’s Strategic Directions 2018-2022, which will be presented at IGM25.2.

Qualification:
- Advanced university degree (Master’s or higher) in environmental sciences, natural resource management or a related field is required.
Experience:
- A minimum of ten years experience in strategic planning and management, programme development and coordination, fund management and programming of coastal and marine environments including resource mobilization required
- Knowledge and experience in monitoring and evaluation
- Work experience in preparing meeting reports and documents is required.
- Experience working in the East Asian Seas region and with Regional Seas programmes is desirable.
- Excellent analytical skills in ensuring drafted report findings and recommendations are regionally appropriate, relevant and actionable is required.
- Good written and oral communications skills are required.
- Working experience in a multicultural environment including United Nations would be an asset.
- Previous involvement in and knowledge of Regional Seas and/or COBSEA work is desirable.
