Duties and Responsibilities:
- In collaboration and under the coordination of the Secretary of PRC and the GEF/GCF Coordinators, consultants provide review of projects submitted to the Concept Review Committee (CRC) or Project Review Committee (PRC) against agreed criteria, and specific recommendations are made for areas needing improvement. Projects must align to the Programme Frameworks and to the project design parameters as per the UNEP Programme and Project Management Manual and quality of project design criteria. GEF projects, in addition, must align with the relevant GEF focal area strategies. This task of verifying alignment is performed together with other relevant staff and experts.
- Provide technical guidance to staff members to complete the design of a theory of change and or a project logframe, or any other section of the Project Concept or Project Document. Consultants should also liaise with project proponents, on request, to provide clarifications and guidance in addressing review comments and strengthening project design.

Qualification:
- Advanced university degree (Masters or above) in Environmental Science, Social Science, Business or Public Administration or a related field is required.
Experience:
- At least ten (10) years of experience in project design and project management with knowledge on Theory of Change and logical framework design and quality assurance required.
- Strong analytical skills in undertaking project reviews against present criteria is required.
- Experience with multilateral and/or development institutions is required.
- Experience in project design and project management is required.
- Experience in design of operations and programme manuals, in evaluation of strategies and plans and or developing of finance programming is desirable.
