Responsibilities:

Within delegated authority, the Development Coordination Officer (Partnerships and Development Finance) will be responsible for the following duties:

  • Leads the Strategic Partnerships Unit in providing support and advice to the Federal Government of Somalia (FGS) on the functioning of the nationally-led aid coordination architecture under the multi-tiered Somalia Development and Reconstruction Facility (SDRF) and encourages, facilitates and supports UN engagement in SDRF structures;
  • In support of the New Partnership for Somalia, supports drafting, revising, monitoring and reporting against benchmarks agreed by the FGS and the international community through the Somalia Mutual Accountability Framework (MAF).
  • Supports the organization and execution of high-level aid coordination and partnership
  • Provides guidance on the development and implementation of the UN Partnership Strategy in alignment with and support of the UN Sustainable Development Cooperation Framework (UNSDCF) in the country within the framework of the SDRF architecture;
  • Coordinates the monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments;
  • Provides analysis and recommendations on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures;
  • Advises the DSRSG/RC/HC and UNCT on developing and implementing locally-tailored partnerships and resource mobilization strategies and initiatives;
  • Plans and facilitates dialogues with partners to improve development assistance policies and practice;
  • Conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions, to attract partners, both traditional and non-traditional.

Qualification:

  • Advanced university degree (Master’s degree or equivalent degree) in business, public administration, environmental science, social sciences, finance or related area, is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of seven (7) years of progressively responsible experience in strategic partnerships, project/ programme management, or related area, is required.
  • Experience in managing a sizeable multicultural team at country, regional and global levels is desirable.
  • Field experience in development cooperation is desirable.
  • Experience in development planning and policy formulation in a development cooperation context is desirable.
  • Experience with inter-agency or interorganizational collaboration in the development sector is desirable.
  • Experience in working with resource mobilization in middle income countries and/or in the region is desirable.
