UNODC Job Vacancy 2022

Duties and Responsibilities: Under the overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes based in Nairobi and under the direct supervision of Head of UNODC Programme Office in Somalia based in Mogadishu, and with substantive guidance from GPML in Vienna, the Consultant will perform the following functions:

  • Role of FIU in detection, investigation and disruption of criminal networks and tracing, seizing and confiscating proceeds;
  • International standards related to FIU Work;
  • Financial intelligence: information contained in suspicious transactions (activity) reports and other types of reports received by the FIU;
  • Network analysis: types of inter-relations between individuals and entities, characteristics of individuals and entities;
  • Types of non-financial information that can support FIU analysis and sources of this information;
  • FIU operational analysis cycle in support of a criminal investigation;
  • Operational analysis cycle for proactive financial analysis by the FIU
  • Localized scenario-based exercises for the application of the above concepts.

Qualification:

  • An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, social science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree OR equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in social and behavioral science, criminal justice, crime prevention, criminal investigation, law enforcement, border management, border working techniques and/or other related areas, in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree;

Experience:

  • At least ten years of professional experience in the anti-money laundering and / or countering the financing of terrorism, as well as the fight against organized crime, financial crime, combating the cross-border smuggling of cash, and bearer negotiable instruments and other related crimes is required;
  • Experience in AML/CFT analytical work within a Financial Intelligence Unit, Police Force or Financial Institution is required;
  • Practical professional experience in developing and / or delivering of training on anti-money laundering and / or countering the financing of terrorism is desirable;
  • Experience in AML/CFT investigations and / or technical assistance in relation to Somalia is desirable;
