Specific tasks to be performed by the Consultant:
The incumbent will carry-out the following tasks:
- Conduct a rapid assessment of prison conditions, examining needs and causes of prison overcrowding and the application of rehabilitation/reintegration programmes
- Develop tailored policies and or action plans for prison rehabilitation and reintegration in rehabilitation homes and juvenile prisons
- Organise in-person and/or virtual training/workshops and/or study tours showcasing best practices in skills development for young women in conflict with the Law
- Conduct initiatives aimed at preventing violence, crime and recidivism.
- Initiate selected offender empowerment programmes.
- Act as lead focal point for the creation of an action framework in partnership with the technical working group on youth for the capacity building of youth in informal settlements.
- Chairing and coordination of workshops for capacity building of vulnerable youth in informal settlements ahead of the election cycle;
- Take lead in ensuring the follow up activities are implimentted and taken up by key stakeholders to ensure sustainability;

Qualification:
- An advanced university degree (Master’s degree or equivalent) in law, criminology, international relations or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 2 years of experience in the field of community-based social development for youth support programmes is required.
