UNODC Job Vacancy 2022
Duties and Responsibilities: The Consultant will provide continuous strategic and operational support to the Chief Justice. This support will be guided by her priorities and directions. Furthermore, the Consultant will support the development and roll-out of different strategic documents and NCAJ initiatives, inter alia, include:
- Prepare and submit consultancy workplan.
- Oversee the review and the enactment of the proposed NCAJ legislation (NCAJ Bill) including harnessing the required parliamentary and other stakeholder support to ensure enactment of the Bill.
- Activate the NCAJ’s Anti-Corruption Task Force, provide assistance in work planning and provide advisory input on:
- Case management in corruption cases
- The identification and sealing of loopholes that enable corruption across the justice sector
- Activate and support the work planning of the NCAJ’s Task Force on the Kenya Integrated Case Management System including, advise on how and when to digitize justice processes and upscale existing digital systems.
- Activate and support the work planning of the NCAJ’s Committee on the Sexual and Gender Based Violence.
- Support the coordination of the planned 2nd Annual Conference on Criminal Justice Reforms.
- Coordinate stakeholder engagement and mobilization in the work of NCAJ.
- Advise on how to align the different strategic tools in place to the vision of the Chief Justice. As part of this effort, the Consultant shall perform an analysis of the past and ongoing initiatives that are meant to improve the justice sector (including pilots implemented at the court station level) and advise on how to ensure that viable initiatives are completed and implemented across the institutions.
- Contribute to the development of different strategic and policy documents to ensure correlation and transparency around linkages of existing documents. The logical sequencing of the initiatives prioritized should also be considered.
- Advise on how to capitalize on the human resources of the Judiciary, such as through focused trainings and reforms of staff policies.
- Assessment of the resources needed to successfully implement the substantive policies that have been prioritized and advise on strategies to avail the necessary financial resources to the Judiciary and the justice system.
- Advise on which practices necessitated by the COVID-19 should be continued once the pandemic has passed.

Qualification:
- An advanced university degree (Master’s degree or equivalent) in law, international relations, political science, social science, communication or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of 15 years’ experience in working in the justice sector, in particular in the area of crime prevention, governance, sustainable development or the rule of law is required.
- Experience in implementing justice reform or justice sector programs is required.
- Experience and knowledge of change management principles, methods and tools is desirable.
- Experience in capacity development/strengthening of the rule of law sector in Kenya is desirable.
