Job Responsibilities: Within delegated authority, the Chief, Operations and Resource Management will be responsible for the following duties:
- Unifies strategic and cross-cutting mission support functions with a view to ensuring coherence in forecasting, performance monitoring, planning, and coordination related to operational and resourcing activities;
- Provides leadership in the provision of strategic guidance, direction and oversight for the effective management of financial, human and physical resources;
- Leads and directly oversees the Human Resources Section (HRS), Budget and Finance Section (BFS), Field Technology Section (FTS), Mission Support Centre (MSC) inclusive of Sector/Regional Offices, Integrated Mission Training Centre (IMTC), and Common Services Coordination Unit (CSCU) for the effective fulfillment of mission support strategy and associated support plan;
- Leads the development, preparation, coordination and monitoring of strategies and work plans for Operations and Resource Management activities and takes the lead in securing the required human, financial, logistic and technological resources to achieve them;
- Provides guidance and direction for the planning and forecasting of the personnel, financial, logistic, information and communication technology requirements of all Mission components;
- Liaises directly with UNHQ offices to ensure mission planning and resource allocation is coherent with HQ priorities, guidance and policy;

Qualification:
- Advanced University degree (Master’s degree or equivalent) in business or public administration, management, human resources management, finance, accounting, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least fifteen (15) years of progressively responsible and diverse professional experience in public or business administration, human resource management, finance, accounting, information technology or related area is required.
- Experience in handling complex organizational issues at the international level is desirable.
- Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
- Hands-on-experience with UN administrative/financial policies and practices is desirable.
