Introduction: The project “Increasing fruit and vegetable intake of low-income populations in Vietnam and Nigeria through food system innovations”, (FVN Project) addresses the problem of the triple burden of malnutrition among low-income urban populations in Nigeria and Vietnam by increasing their intake of fruits and vegetables through food system innovations. The FVN project aims to evaluate food system innovations that enhance affordability, improve access (availability and convenience), and boost acceptability (desirability) of fruits and vegetables. In this terms of reference we seek an organization to conduct an endline survey among project participants in Nigeria.

Scope of Work

The contracted organization will be responsible for the implementation of an endline survey among the control and treatment groups of the coupon RCT in coordination with the research team at IFPRI. The contracted organization will conduct the following tasks:

  • Provide feedback on endline survey instrument provided by the IFPRI team.
  • Translate the survey instrument from English and verify the quality of the translation.
  • Coordinate with IFPRI team to finalize programming of the survey instrument in Survey CTO or Kobo Collect.
  • Coordinate together with IFPRI team on sample list that includes all households originally assigned to treatment or control (unless deemed infeasible because of leaving the area or refusing to participate).
  • Evaluate and hire enumeration team to conduct survey.
  • Prepare training materials and conduct survey training of at least three days in length. Agree with IFPRI team on training schedule and content.
  • Conduct endline survey using the electronic survey program.
  • The targeted survey respondent will be the female most responsible for food purchases. If not available, another adult household member may substitute according to a procedure agreed upon with the IFPRI team.
  • All households will be visited a minimum of three times and a maximum of five times if the team believes interview success is still possible. Exceptions are if households refuse or are discovered to have moved.
  • Conduct appropriate monitoring of the survey data, including audits of 5-10% of the surveys conducted.
  • Resolve any necessary data quality issues, including duplicate surveys.
  • Coordinate with the IFPRI team to provide input on data cleaning.

Deliverables

Payments will be based on the following deliverables:

  1. Survey training plan
  2. Survey logistics plan and list of enumerators hired
  3. Programmed and translated survey instrument
  4. Informal, weekly updates on survey progress
  5. Final sample list of survey outcome for all households in sample
  6. Completed survey data

Desired Experience

The selected organization should have the following qualifications:

  1. Experience organizing and conducting household surveys in the geographic area in question
  2. Experience translating surveys
  3. Experience programming surveys in KoboCollect or Survey CTO
