ILO Job Vacancy 2022

Job Purpose: The main purpose of the position is to provide technical support and assistance with development cooperation projects on employment and labour migration, including programme planning, implementation and reporting.

The incumbent will assist in the development of strategies and employment and labour migration policy frameworks for the countries covered under the ILO Country Office, Abuja. The specialist will technically backstop programmes and projects with employment and labour migration-related components. S/he will work in close collaboration and coordination with the regional Labour migration specialist, other specialists in the region and relevant specialists in technical units at ILO headquarters, notably in the Employment Policy Department (EMPLOYMENT) and the Labour Migration Branch (MIGRANT) of the WORKQUALITY Department. The incumbent will also liaise with local counterparts and UN bodies in the region involved in employment and labour migration work.

Duties:

  • Participate in the formulation and promotion of employment and labour migration strategies, programmes, projects and provide technical support to governments, employers and workers organizations and other relevant institutions.
  • Contribute to the provision of policy advice to the ECOWAS Commission and member States on employment, labour migration, labour mobility and the labour market dimensions of people’s movements.
  • Support the design and supervision and conduct gender-sensitive policy-oriented research on macro-economic and sectoral trends and their impact on employment and migration at national levels, including in relation to youth employment.
  • Contribute to and coordinate the production of gender-sensitive policy-oriented research on labour migration, labour mobility and interactions with economic and social policy, including as concerns crisis or climate change-related migration or trafficking as relevant.
  • Support development cooperation projects on the integration of employment and migration priorities into their respective work programmes to respond to the defined needs of constituents as expressed in the DWCPs and on the development of ILO’s knowledge base on employment and migration in the region.
  • Support the design, negotiation (with donor and project partners), and implementation of the second phase of the Support to Free Movement of persons and Migration in West Africa (FMM project) as well as other labour migration projects in close collaboration with ROAF regional labour migration specialist and MIGRANT.
  • Provide support to technical programmes with the preparation of programme proposals, analyse and provide information to programme managers on proposals to support decision-making.
  • Coordinate the technical preparation and organization of outcome-based workplan (OBW) reviews.
  • Contribute to the preparation of programme implementation and activity reports, regional reports, Governing Body reports and long-term plans on the basis of contributions from technical programmes.

Qualification:

  • Advanced university degree (Master’s or equivalent) in economics, business or public administration, social sciences, labour law or other related fields.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience:

  • At least five years of relevant professional experience. Experience in employment and/or labour migration policy development and project implementation or management particularly in Africa would be an advantage. Experience in Programming would also be an advantage.
