Duties and Responsibilities: The CCAC is therefore seeking a National Consultant to increase the implementation of actions to achieve Nigeria’s SLCP targets and to liaise with the Federal Ministry of Environment to coordinate national SLCP planning, policy, and implementation efforts aligned with NDC implementation.

The CCAC National Consultant will work in close collaboration with the CCAC Secretariat team and focal points at Federal Ministry of Environment to strengthen buy-in across the government, and to advance implementation, financing, and monitoring of a SLCP mitigation plan/strategy. The CCAC National Consultant will also be responsible for fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies. The consultant will also develop an Implementation strategy for household energy targets within NDC.

Specific responsibilities:

  • Secure participation and buy-in from across government to implement the National SLCP Strategy and to develop a NDC implementation plan for SLCP mitigation, including endorsement at high political level.
  • Strengthen the government’s capacity for developing a NDC implementation plan for SLCP mitigation and for implementing SLCP mitigation actions, based on the CCAC’s integrated approach to climate change and air pollution reduction and on updated integrated assessments.
  • Advance and document rapid and large-scale implementation of SLCP mitigation actions across the country and mechanisms to measure progress.
  • Integrate SLCP mitigation actions into relevant national processes, plans and strategies including into the national budget appropriation cycle.
  • Realize opportunities for national and international resources/funding for implementation of National SLCP Strategy and integrate SLCP measures implementation in national budgets.
  • Raise awareness on SLCP at national/sub-national level
  • Ensure Nigeria is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).
  • Develop a clear pathway to implement clean cooking targets included in Nigeria’s updated Nationally Determined Contribution

Qualification & Experience:

  • Advanced university degree, master or equivalent, in environmental science, economics, politics, international relations or a similar discipline.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required.
  • Demonstrated ability to provide technical assistance to governments and other stakeholders is required.
  • A good understanding of short-lived climate pollutants, climate change and air pollution issues in Nigeria is desirable¿
  • Ability to work effectively with multiple stakeholder groups including national governments is required.
  • Excellent communication skills (written and oral presentations) is required.
  • Knowledge of the national policies in climate change mitigation and air pollution (National Policy of Climate Change and National Strategy of Air Quality) is required.
  • Experience working with the LEAP tool, or comparable emission inventory and scenario modelling platforms, is desirable.
