Job Purpose: The Monitoring and Evaluation (M&E) Manager will oversee all monitoring, evaluation, and learning activities for the USAID Feed the Future Nigeria Agricultural Extension and Advisory Services Activity. The Extension Activity leverages the power of Nigerian entrepreneurship to facilitate learning, replication, and scale around alternative models of extension to increase access to and adoption of improved agricultural technologies and practices for two million smallholder producers in Benue, Cross River, Delta, Ebonyi, Kaduna, Kebbi, and Niger states. The Extension Activity works through existing micro, small and medium enterprises (MSMEs) that focus on the service needs of the average farming household. The Extension Activity will enhance productivity, sales, and nutritional status of at least two million smallholder farmers across five target value chains of rice, maize, soybean, cowpea, and aquaculture.

Essential Responsibilities:

  • Responsible for all monitoring, evaluation, learning, and reporting activities, including revising, implementing, and managing the Activity MEL Plan in line with USAID M&E requirements; developing and maintaining systems to collect and analyze information on inputs, outputs, outcomes, and impacts of the Activity; and reporting results to USAID in a timely manner. This includes data analysis, reporting, and dissemination, and ensuring compliance.
  • Ensure project’s data are of good quality and perform regular data quality reviews. Lead the preparation tasks and coordinate efforts during home office or donor led data quality assessments.
  • Lead annual surveys and manage the evaluation efforts of the project, from the design stage to use and sharing of findings.
  • Provide general oversight of the M&E database (DevResults) including uploading data and using it to track progress and trends and generate reports per USAID requirements. Ensure final data is uploaded in USAID’s Data Information Solutions (DIS) and Monitor platforms.
  • Oversee project Learning Agenda and Collaborating, Learning, and Adapting (CLA) activities, including coordinating with the USAID/Nigeria Learning Project, and working with the Research and Learning Coordinator to develop learning briefs, success stories, and other tools to evaluate project impact, trends, and other learnings. Provide comprehensive analysis of learning outcomes to inform Activity interventions.
  • Strengthen M&E capacities across the project team, including but not limited to developing training curriculum and overseeing training activities related to data collection and reporting for field and partner staff.

Qualification:

  • Master’s degree that includes substantial coursework in statistics and other analytical methods, including but not limited to sociology, economics, and public policy.

Experience:

  • At least 8 years of experience managing monitoring systems for projects in Nigeria, USAID experience preferred
  • Successful experience conducting large scale quantitative and qualitative surveys, data analysis, reporting, and sharing
  • Strategic thinker, capable of understanding the “big picture” and working out detailed solutions
  • Experience in market system development projects strongly preferred
  • Familiarity with Social Network Analysis and other innovative approaches desired
  • Experience using data to support evidence-based decision-making
  • Experience with DevResults system highly desired
  • Fully proficient in Microsoft Word, PowerPoint, and Excel, MS Access
  • Experience working on an M&E team and managing M&E staff
  • Excellent writing and communication skills
  • Detail oriented .
