Responsibilities

Within delegated authority, the Airfield Officer P-4 will be responsible for the following duties:

  • Manages and supervises the activities of the Airfields/Air Terminals Unit guiding and coordinating the efforts of the team towards the achievement of programme objectives.
  • Monitors that ground support operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, DOS Aviation Manual, UN Aviation Standards for Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country’s Aeronautical Information.
  • Supervises the provision of reliable, cost effective and efficient ground handling support (including emergency crash and rescue support) to the air operations activities of a field mission. Supervises the aviation security activities related to operations at airfields/air terminals used for UN air operations.
  • Participates in the integrated search and rescue operations for UN air assets and other aircraft upon request and ensures the availability and operational readiness of the required personnel and equipment. Conducts the aviation risk management for UN aviation activities in accordance with the established procedures.
  • Monitors that airfields/air terminals and landing sites are verified, equipped and cleared for UN air operations in accordance with the requirements of the DOS Aviation Manual and UN AVSTADS.
  • Coordinates the aviation infrastructure rehabilitation projects with the civil and military aviation authorities of a host country. Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters.
  • Determines technical specifications for goods and services, reviews responses to bids and conducts technical evaluations to ensure that vendor’s proposals meet technical requirements. Coordinates requisition process with purchasing authorities.
  • Oversees contracts for the provision of goods and services and evaluates vendor’s performance in coordination with the Contracts Management Unit and/or the Procurement Section. Supervises the inventory control and physical annual checks of relevant aviation equipment.
  • Develops, implements the standard operating procedures for the related aviation processes. Ensures that aircrew members/aviation personnel are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures.
  • Monitors that appropriate reference documents are current, readily available, and accessible to all aircrew members and aviation personnel. Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations.
  • Analyzes, in coordination with the Aviation Safety Unit/Section, the aviation safety reports, identifies necessary corrective and preventive measures, and informs the Chief of Section, Air Operations on the required actions. Manages the allocation and rotation of appropriate work assignments.
  • Establishes the individual annual work plans, sets work standards, and produces detailed performance assessments and evaluations for the subordinate staff members. Develops and coordinates training courses, workshops, and other related training activities. Engage in annual budget preparation of ATU.
  • Performs other related duties as required by CAVO.

Eligibility Criteria

Education:

  • Advanced university degree (Master’s degree or equivalent degree) in Air Transportation / Aviation Management, or Aviation Safety Management, Aeronautical/Aerodrome Engineering or related area is required. A first level degree with a relevant combination of education and professional training and certification as Pilot, Maintenance engineer, Air Traffic Controller, Air Operations Officer, and two 2 additional years of work experience may be accepted in lieu of the advanced university degree, or graduation from an equivalent military educational establishment.

Work Experience:

  • A minimum of seven (7) years of progressively responsible experience in ground handling of air transport operations, aviation safety/security with at least five (5) years of managerial experience in a position directly related to the coordination of complex ground handling support and/or aviation security operations in the international environment is required.
  • Experience in Safety and quality management is desirable
  • Experience in international operations in a post conflict environment is desirable
  • Knowledge of UN financial regulations and rules is desirable
  • Experience in the use of ICAO standards and recommended practices is desirable

Languages:

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.
