Duties and Responsibilities:

Within delegated authority, the Information Management Officer/Head of Unit will be responsible for the following duties:

  • Acts as Head of the Communications and Information Management Unit and supports strategic planning, prepares inputs for international appeals, supports preparation of the annual work plan of the public information and information management functions of the office, and in related monitoring and reporting.
  • Establish and maintain an information management network in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards.
  • Supervises and prepares statements, reports, information products, key messages and similar corporate and ad-hoc products for review.
  • Monitors, analyzes and reports on humanitarian response and developments, disaster relief/management programmes or emergency situations in the country;
  • Leads and/or participates in working groups related to information management to prepares situation reports and information products for the international community, apprising of situation to date and specifying gaps and unmet requirements.
  • Engage with counterparts in government and liaise with humanitarian partners, donors to ensure delivery of solid situational analysis, including to all other OCHA business areas.
  • Lead CIMU team to collaborate with coordination team internally and clusters leads externally on Humanitarian Programme Cycle (HPC) planning, roll out, and periodic monitoring on Response Plan and ensure whole of office approach to information,
  • -Collaborate and mobilize internal and external CIMU resources to strengthen emergency preparedness; to liaise with senior management to advocate for enhanced clusters CIMU capacity; and to strengthen partners reporting mechanism through the delivery of effective IM services. Coordinate remote IM support provided by other OCHA offices and non-UN actors.
  • Provide expert training on the use and development of information management tools and platforms to OCHA staff and humanitarian partners.
  • Advocate for the use of data standards and common platforms, and for the open exchange of information.
  • Identify in-country activities that could benefit from remote information management capacity.
  • Management of IM, analysis and assessment teams/networks.
  • Managing the day-to-day work of an IM and Analysis Unit, including work planning, recruitment, performance management
  • This role may also include serving as the Officer in Charge in the absence of HoO/DHoOs.

Eligibility criteria:

Education:

  • Advanced university degree (Master’s degree or equivalent) in information management, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of seven (7) years of progressively responsible experience in information management, information systems, disaster management, humanitarian affairs, or other related area is required.
  • Three (3) years of relevant international experience is required.
  • Experience leading and managing teams is required.
  • Field experience in complex emergencies/natural disasters is required.
  • Experience in managing information in disaster response or complex emergencies is desirable.
  • Experience within the UN system or an international organization is desirable.
  • Experience in the region is desirable.

Languages:

  • French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
