Deliverables and Duties
Duties:
- Plan the implementation of the assessment: This includes finalizing the concept note for the assessment, developing the case study protocols and data collection plan/format, and, submitting the inception report.
- Conduct data collection and analysis: This includes desk review, primary and secondary data collection, data preparation, entry and coding, data cleaning, validation, analysis and interpretation.
- Draft the technical report on the assessment (health budget execution report) and revise the report based on inputs from stakeholders.
- Develop the final technical report on health budget execution and facilitate dialogue with stakeholders for its validation.
Deliverables:
- Deliverable 1: An inception report and detailed work plan / Expected by: 22 April 2022
- Deliverable 2: Approved concept note/terms of reference for the assessment / Expected by: 29 April 2022
- Deliverable 3: Final PFM assessment report (Health Budget Execution report) / Expected by: 8 July 2022
- Deliverable 4: Final consultancy report / Expected by: 14 July 2022
Eligibility Criteria
Educational Qualifications:
- Essential: Master’s degree in Health Financing, Public Health, Health Policy, Health Services Management, Health Systems; Economics; Financial Management or related fields.
Experience:
- Essential: Minimum 10 years’ relevant professional work experience in health financing, financial management, economics including conducting PFM assessments
- Desirable: Experience working in fragile State settings
Skills/Knowledge:
- Demonstrated ability to provide sound methodological and technical advice and guidance to Ministry of Health and other stakeholders including donors
- Practical analytical skills necessary to translate data or information into concrete action
- Excellent report writing skills
- Able to work effectively in a diverse team environment
Languages and level required (Basic/Intermediate/Expert):
- Expert knowledge of English
