Introduction: The Project Manager (PM) will be responsible for the planning and implementation of the Sida-funded project, “A Systemic Approach to Decent Work and Labour Rights in Southern Africa’s Construction Sector: Building a pathway to improved working conditions for youth and the working poor”, located in the ILO Decent Work Team for Eastern and Southern Africa and Country Office for South Africa, Botswana, Lesotho and Swaziland (DWT/CO-Pretoria). The project starts in the third quarter of 2022 and will last 44 months. The project aims to contribute to improved labour rights in the building-construction sector in the Southern Africa Development Community (SADC). It will be implemented using a market systems approach to decent work and will work at the sub-regional level, as well as in three countries: South Africa, Mozambique, and Zimbabwe. At the sub-regional level, the project will support the SADC secretariat to advocate for scaling-up systemic interventions and inform effective policy change across SADC. At the country level – in South Africa, Zimbabwe and Mozambique – the project will target key systemic constraints in the national construction sectors, which keep most construction workers locked in precarious work, often informal. The project will trial a portfolio of interventions and engage with national governments, the private sector – not least SMEs – and the ILO social partners.
Eligibility Criteria
Education:
- Advanced university degree in economics, management, international development, social science or a related field with demonstrated knowledge in market systems development and approaches to enhance Decent Work
Experience:
- At least seven years’ experience in the management of technical cooperation activities, of which at least seven years at the international level. This includes field experience in a leadership role for the implementation of projects, preferably in the fields of private sector development and decent work. Proven management experience, with sound knowledge and experience in all aspects of project cycle, i.e., design, implementation, monitoring and evaluation. Proven experience in partnership building and networking and in effective fundraising, resource mobilization and donor relations. Considerable experience in market systems development projects. Experience in working with employment issues, decent work or labour rights and/or the construction sector. Experience in managing multi-stakeholder activities with the public and private sector. Familiarity with ILO policies and procedures particularly of technical cooperation projects would be an advantage.
Languages:
- Excellent command of English.
- Good working knowledge of Portuguese is desirable.
