UNDP Job Vacancy 2021

Job Purpose: The main purpose of this assignment is to develop Standard Operating Procedures (SOPs) for generating, packaging and disseminating meteorological, agriculture and water products, services and advisories. The consultancy will also develop SOPs for intra and inter-agency collaboration and coordination among the stakeholders and will communicate who will perform the task, what materials are necessary, where the task will take place, when to perform the task, and how the staff will execute the task. It will describe how institutions and stakeholders will routinely work together during co-production of agro-climatic advisories as well as during severe weather or climate event.

Products and Services SOPs:                                                                                       

  • Develop a structured implementation plan for the SOPs under the ISO9001:2015 Quality Management System (QMS) framework. This should include comprehensive training of staff on the parts of the system that are specific to their area of work;
  • Identify and document all products and services provided by ZMD, MoA and WARMA. This should include the objectives for each product and service;
  • Identify gaps in the generation, packaging and dissemination of the products and services and propose new ones to remedy the gaps. This will involve references to the products and services identified under the Climate Information Needs Assessment activity under the SCRALA Project;
  • Identify and document processes and procedures for the identified products and services including those proposed. This should include methods and procedures for generation, packaging and communication/dissemination of the products and services. The procedures should include new packaging and communication approaches and technologies taking advantage of community radio stations, social media platforms, TV and other modern communications platforms.
  • Develop and document simplified systematic procedures (SOPs) for the generation, packaging and dissemination of the identified and proposed products and services. The expert staff from the ZMD and stakeholder institutions will review the procedures and management will approve. This will also involve outlining a step by step process, including timelines, and identification of the actors and stakeholders that should be involved in the various steps;

Qualification:

  • illustrate knowledge and understanding of climate change and climate variability and impacts on water and agriculture value chains;
  • At least 5 years of practical experience in meteorological products and services generation, packaging and dissemination;
  • demonstrate experience in working in the agriculture or water sectors;
  • The firm/consultant should have capacity to deploy required resources and experts with good technical, analytical and report writing skills;
  • demonstrate capabilities and a thorough understanding of the assignment as outlined in the concept note and Terms of Reference (TOR) and present a clear methodology for implementation;
  • comprehensive Technical proposal for the implementation of the activities listed in the TOR with best practice procedure; and
  • Engagement of seasoned meteorological forecasters, agriculture and water experts in the execution of the assignment will be added advantage.

Experience:

  • At least 10 years relevant work experience at management level;
  • At least 10 years’ experience in generating, packaging and disseminating meteorological products and services;
  • Experience in management and developing information manuals and materials for practical applications;
