Overview of the Functions of the Post:

Specifically, the incumbent will undertake the following functions:

PROGRAM AND PROJECT WORK

  • Coordinate the implementation of the FACE-NDC project and CapED Program in compliance with specific objectives, expected outputs, and activities while aligning with SDG goals and national priorities, through the lens of gender equality and inclusiveness. Propose linkages for UNESCO’s education initiatives on climate change, ESD, and teacher development at the national and regional levels. Identify and enhance inter-sectoral collaboration opportunities in close cooperation with relevant stakeholders.
  • Support Ministry of Education to mainstream climate change education in the education sector as well as at school level and advance teacher-related agenda by inter alia spearheading the development of national teacher policy and institutionalization of social dialogue framework for teachers. Support the strengthening of the existing inter-ministerial structure to foster national ownership.
  • Undertake desk review, analysis or research activities on issues related to climate change, ESD, teachers and GRP to map and document good practices in the education sector to expand the knowledge base for evidence-based policy making, curriculum review, teaching and learning material development.
  • Within the context of the FACE-NDC project and CapED Program, perform harmonized national capacity development related activities targeting education officials at national, provincial and district levels, teachers, facilitators, trainers, curriculum developers, and other partners.

NETWORKING AND PARTNERSHIPS

  • Liaise with colleagues within the Sector and in other Sectors, in own and other Field Offices, Headquarters, Category I Institutes in Education and stakeholders, especially global coordination team of the CapED Program based at HQ, to discuss developments and to archive information on Education initiatives, baselines, impact measurements.
  • Work with stakeholders and public and private partners to support the development and implementation of national education policies, strategies and plans as well as monitoring and evaluation: Government, UN system-wide Results Groups, Local Education Groups, NGOs, universities, research institutes, multi and bilateral agencies, and civil society organizations.
  • Represent UNESCO’s Education Section in the existing and relevant UN Results Groups and Local Education Groups in the Zambia Education sector to foster UNESCO’s visibility and exchange in information and best practices.

RESOURCE MOBILIZATION

  • Contribute to resource mobilization for the country by developing concept notes and project proposals on the basis of situational analysis and needs assessments and in accordance with the C/5. Liaise with UN Agencies and other development partners in the framework of joint programs and education grants such as GPE-supported opportunities. Prepare and follow up on submissions, coordinate donor meetings.
  • Oversee and directly contribute to the donor proposal development process. Gather insights about specific fundraising opportunities and brief the concerned colleagues. Support the conceptualization and development of project proposals with substantive input from Project Officers and field staff. Coordinate the contribution from colleagues and ensure timely and quality donor proposal submission.

Minimum Requirements:

Education:

  • An advanced university degree (Master’s degree or equivalent) in the field of education for sustainable development, social sciences, development studies, economics or closely related areas.

Work Experience:

  • Minimum of 4 years of relevant professional experience in the field of Education and Teachers, or Environmental, Climate Studies; of which preferably 2 years’ experience in educational policy, curriculum review, teacher education, planning and management, gender mainstreaming and capacity development programs.
  • Experience in country level education sector reform and planning, with a good understanding of approaches to reforming intersecting equity issues in education service delivery and finance.
  • Experience in project management, team building and management of education programs.

Languages:

  • Excellent knowledge (written and spoken) of English and knowledge of atleast one local language.
