Core Functions / Responsibilities:

  • Draft and coordinate the preparation of concept notes and proposals for potential donors and funding opportunities in IOM’s areas of interest and aligned to IOM global, regional and national frameworks including, but not limited to, the IOM Strategic Results Framework
  • Provide information for and facilitate the incorporation of cross-cutting themes (i.e., gender, protection, etc.) in project concept notes and proposals in line with the new Project Handbook.
  • Conduct research to help strengthen proposals and concept notes in mixed migration, Counter-trafficking, and other emerging areas of IOM interest.
  • Contribute to project development, donor liaison, and coordination with Regional Office (RO) Headquarters (HQs), and other relevant stakeholders.
  • Monitor and follow up on the processing, endorsement and submissions of project proposals, donor reports, partner agreements (Service Agreements, MoUs, LoAs and other types of contracts) and any other relevant documents, in line with specific internal requirements and procedures
  • Support the activation of projects, in close coordination with PMs and other pertinent IOM departments, and follow up on the administrative, financial and management requirements of project development and implementation.
  • In close coordination with the M&E officer, review and edit donor reports from programme units to support compliance with donor regulations and obligations, as well as the report finalization process with the Regional Office and relevant Headquarters departments.
  • Provide and coordinate inputs for information requests from the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with PSU team.
  • In close coordination with the M&E officer, check coherence and consistency of monitoring and evaluation tools with the proposal contents.
  • Identify potential and realistic funding opportunities by reviewing calls for proposals and collecting donor information.
  • Coordinate with the Media and Communications specialist to produce visibility materials for publicity to appeal to donors for resource mobilization by recommending content and carrying out preliminary editing.
  • Support the review and editing of assessment and evaluation reports drafted by programme units.
  • Perform such other duties as may be assigned.

  • Type of Appointment: Special short-term graded, six months with possibility of extension

Qualification:

  • Master’s degree in International Relations, International Development, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in preparing narrative and financial project reports, statements and/or projections;
  • Demonstrated knowledge of project formulation, administration, and evaluation techniques and practices;
  • Experience in liaising with donors, governmental authorities, other national/international institutions and NGOs;
  • Strong skills in the development of log frames, result matrices and work plans;
  • Able to correctly interacts with and advises on interfacing with senior level stakeholders as appropriate;
  • Experience and/or knowledge of border management issues is a distinct advantage; and,
  • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting

  • Supports adequate levels of information sharing between internal and external partners;
  • Establishes and maintains effective relationships with implementing partners; and,
  • Good writing/ communication, presentation and networking skills are essential.

Languages

  • IOM’s official languages are English, French, and Spanish.
  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
  • For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
