Plan International Job Vacancy 2021
Accountabilities:
Monitoring:
- Lead the design of the project MERL Framework including including ensuring regular updates in line with GEC MEL guideline
- Lead the development/ review and piloting of monitoring tools to ensure they are collecting relevant data as defined in the MERL framework
- Lead the collection of individual girls data on enrolment, attendance, retention and drop out including analysis and reporting on attendance data.
- Lead project data collection, analysis storage and reporting on indicator tracking in line with GEC standards.
- Develop systematic approach for tracking the project progress and its contribution to the country strategy.
- Ensure effective utilisation of the project MERL database, PRIMASYS and the global PMERL system for data collection, storage, analysis, reporting, data aggregation at different levels and ensure the database is updated on monthly basis.
- Lead data quality assurance, including frequent survey auditing and data spot check for the project.
- Lead analysis and interpretation of the project monitoring data and preparation of key performance dashboards for decision-making.
- Lead consortium partners in the design and set up of community based monitoring and reporting systems in line with the project requirements.
- Lead the development and implementation of monitoring work plan as defined in the MERL framework.
- Lead the analysis and reporting of monitoring data to support decision-making, inform adaptive management approaches and improve program quality.

Qualification:
- A degree in Economics, Strategic Planning, Development Studies, or related studies.
- A post graduate degree in research and or monitoring and evaluation will be an added advantage.
Experience
- 3- 5 years relevant working experience.
- Knowledge of strategic planning processes and theories of child-rights programming
- Participatory, gender-sensitive and inclusive MERL approaches and methodologies with adults and children
- Data management, quality control and validation processes and requirements
- Theory of Change approach and implications for MERL
- Programmatic results frameworks and the distinctions between results at different levels (impact, outcome, output) and different dimensions of change in development and humanitarian settings.
- M&E trends and successful practices in the sector.
- Feedback and complaint mechanisms and methodologies.
- Appropriate statistical analysis methodologies and systems.
