Purpose of the assignment:
The purpose of the consultancy is to support Government of Zimbabwe (GoZ), primarily the MoLGPW, in collaboration with the National Action Committee (NAC) for the WASH Sector, to develop 1) a WASH Service Standards package that enables adequate oversight and measure, 2) technical guidance for local authorities to achieve the Standards and 3) a roadmap to develop a national investment plan required to achieve the WASH Service Standards in Zimbabwe.

Qualification:
- Advanced degree (Masters or PhD) in science or social science.
- A minimum of fifteen years of professional experience gained with Government, NGOs or international organizations working in the development sector, with at least 10 years in WASH and considerable time spent working in developing countries.
- Demonstrated substantial policy experience, development of regulatory, technical and financing guidance.
- Demonstrated experience facilitating consultations and building stakeholder buy-in from a broad set of actors from communities to local and national government to development partners.
- Excellent communication, presentation and writing skills, knowledge imparting skills and experience preparing and delivering workshops.
- Highly proficient in use of English with the ability to write in a clear and practical manner.
- Familiarity with UNICEF mission, mandate and WASH programme is desirable
- Demonstrate experience working on similar analytical work in other countries with similar context to Zimbabwe.
