Key Accountabilities (not all-inclusive)

  • Provide strategic inputs to the development/update of monitoring strategy and related SOPs in line with WFP and UN strategies, policies and processes.
  • Support planning and implementation of monitoring and evaluation activities on the effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
  • Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
  • Lead and coordinate data collection exercises (remote monitoring and physical monitoring)
  • Contribute to the analysis of outcome data, recommend improvements to programme interventions and enhance WFP’s ability to demonstrate outcome-focused results.
  • Produce frequent monitoring and evaluation progress reports with the status of results and implementation of improvements.
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  • Train national and partner staff in appropriate monitoring and evaluation techniques to build the capacity of staff, increase awareness of the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
  • Work in close collaboration with internal counterparts and external partners to strengthen data quality, accuracy and consistency to build credible performance evidence.
  • Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
  • Provide support to internal and external audits, donors and other oversight monitoring missions when requested.

Qualification:

  • Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
  • Minimum 5 years experience in monitoring and evaluation processes. Up-to-date understanding of humanitarian/development activities and the resulting Monitoring and Evaluation requirements.
  • Has participated in defining the strategic direction and objectives of the Monitoring and Evaluation function at country office level.
  • Experience in promoting the use of data and evidence to inform programming/decision-making.
  • Experience developing user-friendly and practical knowledge products (e.g. dashboards, reports, presentations, case studies, success stories, videos, etc.) in different formats and audiences. Knowledge of SPSS, Stata & Tableau is highly desirable.
  • Excellent analytical skills and ability to package data and evidence into practical, user-friendly, and innovative knowledge products.
  • Highly analytical, good writing and communication skills, and the ability to use data and evidence to influence decision-making.
  • Expertise in qualitative and quantitative data collection tools. Expertise in research design, sampling, and coordination is highly desirable.
  • Experience in effectively managing processes involving many internal and external stakeholders.
  • Effective team player and strong communication skills.
  • Excellent stakeholder management skills. Leadership/team management and staff development skills.
