IFRC Job Vacancy 2023

Duties and Responsibilities:

  • Serve as the IFRC HoD and Permanent Representative to the AU and regional organizations as well as lead efforts to strengthen the engagement with the AU, Inter-Governmental organizations and UNECA on the basis of a permanent representation and observer status accorded to IFRC by these institutions.
  • Map potential international and development partners for IFRC in Africa and work on strengthening relationships and partnership with such organizations (for example, African Development Bank Group, African Export-Import Bank, other regional inter-governmental banks, UNECA, IGAD, Regional Economic Communities, NEPAD ).
  • Through interaction with Missions to the AU to accelerate work towards the resolution of such challenges as disease, natural disasters, environmental challenges – including climate change, the humanitarian consequences of migration, and violence in urban settings.
  • Participate in high-level meetings and similar events as well as represent IFRC in intergovernmental forums, public information/relations events, and key meetings relating to the AU, UNECA and other international bodies. Also, participate in relevant policy dialogue and initiatives; and report on progress achieved and/or present policy papers/resolutions/initiatives formulated.
  • Cooperate to develop joint information tools such as appropriate publications, posters and audio-visuals as may be considered necessary, to increase access to information and the level of public awareness of matters of mutual interest. Make recommendations for joint or coordinated advocacy on issues of mutual interest.
  • Support activities that build national capacity and enable such capacity to play a full part in this
  • Engage with the AU Secretariat in the implementation of the IFRC-AU Memorandum of Understanding, ensuring that regular consultations are conducted consistent with MoU principles.
  • Engage the Federation’s membership in meaningful ways to extend the reach and impact of the humanitarian diplomacy efforts undertaken at the AU headquarters.
  • Contribute to the expertise of the AU Secretariat and build alliances to influence the decision making on substantive
  • Enhance the coordination of humanitarian operations by liaising with the relevant AU Commissions and other partners, including through regular and active participation in relevant working groups.
  • Carry out the process of advancing IFRC profiling (visibility) and positioning (on substantive issues) throughout the
  • Participate in the negotiation and networking with regional and other organizations, thereby enhancing our visibility, and mobilize support for our priorities through active lobbying and advocacy.
  • Monitor the work of the Regional Economic Communities or groupings (e.g., ECOWAS, CEMAC, SADC, EAC, etc.) and their sub-committees and ECOSOC with thematic focus on humanitarian affairs (incl. humanitarian coordination, disaster risk reduction, and disaster management), health issues (incl. communicable diseases, epidemics, water/sanitation, and food security), climate change, vulnerable groups (incl. women, children, and indigenous people) and the UN.
  • Provide strategic advice to the USG-GRHDD and the Regional Director for Africa on all matters concerning the relations with the AU and regional organizations, and other key partners in Africa as well as on the implications of such relationships for the partnership with National Societies and the International Federation.

Qualification & Experience:

  • Post-graduate (i.e., master’s or doctorate degree or equivalent) in social sciences/development studies, strategic/programme management, international relations, management studies or other relevant discipline;
  • Minimum of 15 years of progressive responsibility and work experience in humanitarian operations for a humanitarian aid organisation or a development cooperation organisation, 5 of which should be at in a management position.
  • 5 years of experience in analysing, planning, report writing and managing programs and resources and engaging in resource mobilization.
  • Experience in serving in a representational role and maintaining donor and partner relations.
  • 10 years of experience in government relations at national or multilateral levels.
  • Solid experience in working in low-income countries, including in hardship areas or fragile states.
  • Experience in working in a diverse, multilateral, inclusive and cross-functional environment, considering geo-political sensitivities.
  • Experience in leading diverse teams and engaging with governments and leaders at senior level.
