Duties and Responsibilities:
- To provide technical support to execution of the project activities related to the CRVS System Improvement Framework in Lusophone countries
- To coordinate and implement capacity strengthening workshops for mentors and national experts on the CRVS System Improvement Framework
- Assist the APAI-CRVS Secretariat in other work related to its mandate especially the Sixth Conference on Ministers
- Perform any other duties as.

Qualification:
- Advanced university degree (Master’s degree or equivalent) in demography, population studies, social sciences, law, international development, public administration, statistics, operations research is required.
Experience:
- A minimum of five years of experience in civil registration and vital statistics is required. Experience in identity management, management of large-scale development projects in Africa, including
- Supporting governments and partners in strategic design and implementation of civil registration or other identity management related operations (identity cards, voter registration, birth registration operations, etc.)
- establishing and building partnerships with government and development organizations
- working with multiple stakeholders,
- Drafting and presenting of reports
- Knowledge and experience with business re-engineering in developing and fragile settings
- Good facilitation skills
- Strong public relations, diplomatic skills and proven strong leadership and communication skills is desirable.
