Duties and Responsibilities: The Census Technical Adviser (CTA) will lead the coordinated approach at the continental level among the United Nations and other development partners. The consultancy will be based at the Economic Commission for Africa in Addis Ababa, Ethiopia. The census technical advisor will report to the Director of the African Centre for Statistics and will be supervised directly by the Chief of the Demographic and Social Statistics.

Qualification:
- Advanced university degree in Demography, Statistics, Population Studies, Social Sciences or related subjects. PhD preferable or equivalent professional experience would be an added advantage.
Experience:
- At least 8 years extensive hands-on experience in implementation of population and housing censuses in more than one developing country, preferably in Africa is required.
- Specifically, the following are required:
- Experience in planning and implementation of digital censuses;
- Experience in implementation of census communication strategy;
- Experience in resources mobilization and working with key partners in census implementation;
- Experience in providing on-the-job training to local staff in data quality, analysis and report writing;
- Experience in socio-demographic data analyses and dissemination of census data and to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues;
- Knowledge and experience with census data processing software (CSPro, REDATAM, etc.), demographic data analysis (MORTPAK, FERTPAK, PAS), statistical packages (SPSS, STATA) and population projection programs (People, Spectrum, RUP);
Excellent communication skills especially for transfer of knowledge
