UNODC Job Vacancy 2023

Duties and Responsibilities:

Specific tasks to be performed by the consultant:

Under the direct supervision of the UNODC Senior Programme Coordinator (Ethiopia) and the overall supervision of the Crime Prevention and Criminal Justice Officer heading the Criminal Justice Programme, and within the framework of the project “Enhancing the Rule of Law and Administration of Justice for Peace Building and Accountability in Ethiopia”, the consultant will:

  • Provide assistance to the UNODC Programme Office in Ethiopia in its collaborative efforts with the national stakeholders within the criminal justice sector of the Federal Democratic Republic of Ethiopia. This includes engaging with entities such as the Ethiopian Police Commission, the Ministry of Justice, and the Federal Prisons Commission, as well as regional counterparts, where relevant. The primary aim is to facilitate the development, implementation, and assessment of designated programs and projects.
  • Conduct continuous monitoring and comprehensive analysis of specific facets pertaining to program and project development and execution. This involves an in-depth review of pertinent documents and reports.
  • Execute consulting assignments in partnership with national counterparts, involving the strategic planning and facilitation of workshops aimed at achieving program objectives.
  • Generate various written outputs, encompassing the drafting of background papers, analytical notes, sections of reports and studies, and contributions to publications.
  • Contribute substantively to consultative gatherings, conferences, and meetings. This includes proposing agenda topics, identifying potential participants, and preparing background materials.
  • Engage in outreach activities and actively participate in the development of training workshops and seminars. Additionally, present on designated topics and activities during these events.
  • Partake in field missions and data collection efforts, acquiring essential information to support program objectives.
  • Provide guidance and direction to program personnel, ensuring alignment with the program’s overarching objectives.
  • Oversee and coordinate activities related to budgeting, encompassing the preparation and submission of program and project budgets, progress reports, financial statements, and other relevant documents and reports, such as pledging and work program documents.
  • Ensure that all operational, financial management, procurement, logistics, liaison, and communication activities adhere to UNODC standards and established procedures.
  • Contribute to the substantive assessment of specific criminal justice-related issues and provide inputs for relevant reports.

Educational Qualification and Experience:

  • An advanced university degree (Master’s degree or equivalent) in law, criminology, criminal justice or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Five years of progressively responsible professional work experience in criminal justice, crime and drug control and/or related fields in Ethiopia is required.
  • Work experience in project management of development assistance projects is required, including design, management, implementation, reporting, monitoring and evaluation is requirted.
  • Demonstrable experience working on government and public reform programmes is required.
  • Experience within an International Organization or the United Nations system is desirable.

Language:

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both oral and written English is required. Knowledge of another official United Nations language is an advantage. Working knowledge of Amharic is desirable.
