Key Accountabilities:

  • Oversee day to day implementation of Cash based transfer (CBT) and Identity Management (IDM) activities in Ethiopia by providing support for WFP operations, including activity design, implementation, monitoring, and beneficiary identification management as well as targeting and registration process.
  • Provide technical advice or mobilize technical expertise on programme and policy issues including cash feasibility assessments and analysis, selecting the appropriate objectives, activities, and transfer modalities, testing of innovative approaches and exploring of strategies to support WFP efforts to reduce hunger and malnutrition across the country.
  • Ensure the implementation of WFP Ethiopia’s new Standard Operating Procedures on digital registration and digital distributions.
  • Oversee and follow up on the implementation of the process flow for the project management of the registration exercise for Ethiopia Country Office.
  • Support and coordinate with all internal stakeholders to ensure the smooth implementation of the registration exercise.
  • Coordinate and resolve operational and technical issues related to digital registration and food distribution.
  • Contribute to formulation and implementation of WFP’s CBT programme strategy in line with the organizational Strategic Plan, WFP-wide programme policies and context at the Country Office level.
  • Coordination and review of Long Terms Agreements to ensure that the Financial Service Provider selection process is completed by the end of 2023.
  • Plan market interventions into current programmes to make emergency operations more responsive to local markets while contributing to beneficiaries’ overall coping capacities.
  • Maintain productive partnerships with key stakeholders such as UN agencies, donors, government, NGOs and other national organizations to share knowledge and resources and build capacity, resulting in coordinated and cost-effective CBT operations.
  • Lead in developing activity-specifics CBT Standard Operating Procedures. Coordinate with partnering units, activity managers and area and/or sub offices in the development process.
  • Develop and oversee the implementation of a roadmap outlining how WFP would expand CBT activities in Ethiopia in the next year.
  • Review the CBT team’s current grant tracking matrix to provide guidance on it’s management.
  • Support the takeover of CBT activities in the refugee camps and coordinate the first direct cash deliveries of CBT to refugees around Ethiopia.
  • Lead or participate in sectoral assessments to help choose appropriate transfer mechanisms to increase CBT performance.
  • Identify the key business requirements for digital solutions required to manage CBT operations and identity management, and ensure the development of high-level digital strategy.
  • Ensure Updating WFP Ethiopia Country Office’s risk register based on the 2023 Annual Performance Plan.
  • Support the coordination of the internal WFP Ethiopia County Office (CO) Cash Working Group.
  • Undertake other tasks as required.

Standard Minimum Qualification:

Education:

  • Advanced University degree, preferably in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Business Administration, Public Policy or other fields, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • At least Five (5) years of postgraduate progressively responsible professional experience in private or public sector demonstrating high performance
  • Solid understanding of CBT project management cycle, including experience with at least one phase: analysis & assessments, design, implementation, and/or M&E; and/or experience across the policy cycle, from agenda setting to formulation, adoption, implementation and evaluation of national policies
  • Experience in food assistance and cash-based transfers programming: in the design, set-up, implementation and evaluation of multiple delivery systems through different transfers modalities is an asset and highly valued

Language:

  • Fluency in both oral and written communication in English. Knowledge of the local language is an added advantage.
