Core Functions/ Responsibilities

  • Develop and oversee the roll out of IOM’s Data Solutions to Internal Displacement (DSID) strategy and plan of action in South Sudan, ensuring alignment with the DSID Framework and programmatic needs.
  • Lead and/or support the development and implementation of IOM activities to deliver timely, relevant and credible data and analysis on solutions to internal displacement in South Sudan, including through the design of new tools, such as a Local Integration Index, and the review and expansion of existing tools, such as Intentions Surveys.
  • Establish and chair a multi-stakeholder DSID Working Group (or platform/process) at the country level, ensuring broad participation and strong linkages to other assessment or information management working groups and national and State-level Durable Solutions Working Groups.
  • Through the DSID Working Group, oversee the roll out of the DSID Framework at the interagency level, charting a path toward better quality, harmonized data on solutions to internal displacement in South Sudan.
  • Ensure IOM’s engagement with the National Statistics Office (NSO) and/or other relevant government partner to strengthen national awareness of the DSID Framework; promote national capacity; and identify strategic partnership opportunities.
  • Ensure timely and high-quality inputs to country, regional and global reports on solutions to internal displacement, such as IOM’s annual Periodic Global Report on the State of Solutions to Internal Displacement (PROGRESS) report, as well as to the Human Needs Overview (HNO) and the Common Country Analysis (CCA).
  • In coordination with relevant colleagues and partners, provide briefings to government officials, development partners and other stakeholders on behalf of both IOM and the DSID Working Group, as required.
  • Explore ways to better incorporate development metrics into IOM DSID tools and products.
  • In coordination with IOM South Sudan’s Program Support Unit, support the identification of new funding opportunities and provide input to new project proposals.
  • Ensure that cross-cutting issues are effectively integrated into IOM’s DSID efforts in South Sudan, including Accountability to Affected Populations (AAP), environmental and social sustainability, and gender.
  • Undertake duty travel as needed.
  • Perform such other duties as may be assigned.

Eligibility Criteria

Education:

  • Master’s Degree in International Relations, Political Science, Data Collection and Analysis, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University Degree in the above fields with seven years of relevant professional experience.

Experience:

  • Solid experience in the field of DTM data collection, operations, and coordination with internal and external stakeholders across humanitarian, peacebuilding, and development initiatives.
  • Experience in the humanitarian sector/emergency response, development and transition setting.
  • Proven experience in project development and implementation, information management and assessment.

Skills:

  • Proven analytical skills and creative thinking.
  • Excellent coordination skills with governments, local authorities and partners.
  • Outstanding interpersonal, cross-cultural, and diplomatic skills.
  • Excellent writing, analytical and communication skills and ability to prepare a clear and concise reports with excellent attention to details.
  • Proven ability to deliver results and to work under pressure.
  • Advanced level of computer literacy (e.g., collaborative tools within the Microsoft 365 Office Suite)
  • Demonstrable knowledge of basic information management architecture and knowledge management.
  • Delivers on set objectives in hardship situations.
  • Effectively coordinates actions with partners and stakeholders.

Languages:

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
