Core Functions/ Responsibilities

Knowledge Management and Best Practices to support global policy on risk management:

  • Provide expert support and advice to the Head of Risk Management Unit to conduct contextual analysis utilizing data from multiple sources in close collaboration with key actors, such as UNMISS and AFPs to inform programming and service delivery.
  • Advise on capacity building of national stakeholders on matters related to risk management.
  • Provide expert support and advice for the information sharing and joint analysis across the humanitarian, peace and development stakeholders through briefings and information products.
  • Advise on the development of protocols, procedures, and techniques on information and system protection in coordination with relevant UNMISS and AFP counterparts.
  • Produce lessons learned and best practice products, based on the implementation of the risk management strategy, in coordination with the AFPs and UNMISS Best Practice Section in the Office of the Chief of Staff.
  • Serve as a resource person and organize and conduct risk capacity building to promote a risk culture across the client organizations.

Support UN’s Transitioning Plans:

  • Provide expert support and advice for the UN transition planning and processes in South Sudan, in close coordination with the Transition Taskforce, UNMISS Strategic Planning Unit and planning Focal Points across the AFPs, including real time monitoring of risks associated with the transition at all stages from planning to eventual transition.
  • Advise on options to mitigate risks with regards to UN transitions planning, considering Mission mandated tasks and UNCT capacities, as well as financing and donor engagement.
  • Provide risk analyses and support development of early transition planning (transition roadmaps), identifying gaps, national capacities, as well as opportunities into account.
  • Create a collection of best practices and lessons learned in UN transitions planning processes in South Sudan to be shared, as relevant, with other missions.
  • Perform such other duties as may be assigned.

Eligibility Criteria

Education:

  • Master’s Degree in Political Science, Risk Management, Business Administration, Development, Humanitarian Affairs, International Relations, Economic, Finance, Management or Development, Law or related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree with nine years of relevant professional work experience.

Experience:

  • Minimum 7 years of progressively responsible experience in project or programme management, coordination, conflict resolution or related area is required.
  • Experience in risk analysis and management, as well as in coordinating multi-stakeholder planning processes in conflict or post-conflict settings is required.
  • Experience in working in partnership environment across a wide range of stakeholders is required.
  • Experience in a field operation within the United Nations Common System or a comparable international organization in a conflict or post-conflict setting is desirable.
  • Experience in developing risk frameworks, coordinating risk measurement models, and undertaking risk assessments is desirable.

Skills:

  • Awareness of managerial and programmatic challenges of United Nations peacekeeping operations.
  • Understanding of risk-management methodologies and related implementation issues.
  • Ability to identify and analyze customer needs.
  • Ability to work with minimal supervision and to define and achieve priorities.
  • Excellent research, analytical and problem-solving skills.

Languages:

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  • For this position, fluency in English is required (oral and written). Working knowledge of French is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
