Roles and Key Responsibilities:

• Guidance on JEOP Theory of Change: Lead the technical direction in shaping and refining the JEOP theory of change throughout its lifecycle.
• Utilization of Evidence from CLA: Ensure that insights from Collaborating, Learning, and Adapting (CLA) initiatives are effectively applied to enhance the JEOP Theory of Change.
• Collaboration with Learning Partners: Foster partnerships with local academics, researchers, and learning partners to strengthen Monitoring, Evaluation, Accountability, and Learning (MEAL) efforts.
• Support for Research and Design: Collaborate with the CLA lead and learning partner to implement research initiatives that contribute to a more effective JEOP design.
• Coordination for Collaborative Learning: Work alongside the CLA Lead to engage all team members in collaborative and learning activities within the designated implementation area.
• Strategic MEAL Oversight and Compliance: Provide high-level feedback, analysis, and strategic direction for the MEAL systems. Ensure compliance with CRS’ global, regional policies, USAID/BHA requirements, and other strategic initiatives.
• MEAL System Development and Maintenance: Lead the design, development, and maintenance of comprehensive MEAL systems.
• Ensure consistency in tools, indicators, and methods across partners, sectors, and programs. Incorporate participatory methods at the community level.
• Data Collection, Analysis, and Learning: Direct and support the design and implementation of various assessments, gender analysis, stakeholder analysis, and other pre-program data collection. Collect, analyze, and leverage lessons learned and best practices from ongoing and past programs to inform new projects.
• Documentation and Communication: Generate high-quality, results-based documentation, including donor communication pieces, proposal annexes, success stories, and case studies, utilizing program data, evaluations, and other relevant information.
• Strategic Program Development: Collaborate with senior management to identify, pursue, and capitalize on strategic opportunities for program development, expansion, and continuous improvement.

Qualification & Experience:

• Master’s Degree in International Development, International Relations or relevant field.
• Minimum of seven years of relevant field-based program management, at least three years of middle/senior management experience.
• Minimum of five years’ experience managing donor funds, including strong knowledge of USAID and USG grant regulations and procedures.
• Prior management of USAID funding required; knowledge of Title II policies and procedures preferred.
• Demonstrated experience in consortium management.
• Demonstrated ability to lead a technical team in two or more of the following areas: early warning analysis, nutrition, gender, protection/safeguarding, inclusion (disability, youth), environmental impact, and/or MEAL.
• Experience in the development of successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation.
• Experience in partner capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. Experience working with Church partners a plus
• Experience in successful business development activities and project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors, including USAID.
