IOM Job Vacancy 2023
Core Functions/ Responsibilities:
- Lead and support reviews of the program’s theory of change, and ensure that evidence and learning from monitoring, evaluation and research informs the program’s understanding of causal pathways.
- Provide technical oversight and direction of the programme’s contracted MERL Provider, including by quality assuring the delivery of the programme’s Adaptive MERL Strategy and associated products.
- Support programme partners to access and utilize evidence to inform decisions and adaptation to programme design and delivery and to produce high quality and impactful learning products.
- Lead development and delivery of an integrated programme-wide research and learning agenda, facilitating the engagement of the programme’s partners and ensuring learning products are produced to a high standard and in a manner that ensure uptake by diverse audiences.
Qualification:
- Master’s Degree in Project Management, Business Administration, International Relations, Political Science/Security Management/Development Studies, Education, Information Technology (ICT), Law or a related field from an accredited academic institution with five years of relevant professional experience;
- University Degree in the above field with seven years of relevant professional experience.
Experience:
- Experience in designing, delivering, or advising on Monitoring, Evaluation, Research and Learning (MERL) for development programmes in fragile and conflict-affected environments is required.
- Experience with adaptive monitoring and evaluation approaches and tools to support evidence-based adaptation is required;
- Experience in development monitoring and evaluation tools and systems to measure
- transformative change in social norms and/or gender and social inclusion is an asset;
