Core Functions/ Responsibilities

  • Assist the Program Coordinator (Shelter and Settlement) in the timely and adequate implementation of the Shelter/NFI Programme activities.
  • Support the Program Coordinator (Shelter and Settlement) in programme activities organized for frontline responses, including multi-cluster response mechanisms.
  • In close coordination with the Program Coordinator (Shelter and Settlement), design and conduct technical assessments and technical feasibility surveys.
  • Contribute to proposal development and concept notes for program development and expansion.
  • Track financial progress, monitor budget expenditure and ensure that the program is implemented efficiently.
  • Support the National SNFI Cluster in building the capacity of national Non-governmental organizations (NGOs) in construction methodologies.
  • Support the Program Coordinator (Shelter and Settlement) in implementing the programme, including progress reports, beneficiary lists, and S/NFI staff activities to enable the programme’s implementation as planned.
  • Support the Program Coordinator (Shelter and Settlement) in developing cash assistance programmes and check that Cash-Based Initiatives (CBIs) are effectively integrated into operations based on IOM’s CBI strategy.
  • Liaise with the Implementation Partners (IPs, including pipeline partner), monitor IP’s programme progress, and follow up as necessary to ensure timely and quality data/reports received.
  • Undertake field visits and facilitate close coordination with local government authorities in all phases of the implementation of the programme.
  • Facilitate the consideration and integration of cross-cutting issues such as environment, Accountability to Affected Population, gender, children, Gender-Based Violence (GBV) and other vulnerable groups in the programme implementation.
  • Support the project team for the effective management and timely implementation of work plans and budgets.
  • Perform such other duties as may be assigned.

Eligibility Criteria

Education:

  • Master’s degree in Social Science, Project management, International Relations, Human Rights, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Proven experience in humanitarian response, operational field or a related field experience;
  • Demonstrated emergency programming experience and previous project implementation and management experience, including project monitoring and reporting;
  • Previous experience in Cash Based Intervention programming and flood recovery is highly advantageous;
  • Previous working experience in South Sudan or Eastern Africa is highly advantageous.

  • Good interpersonal, cross-cultural, and diplomatic skills and ability to harmoniously collaborate with variety of internal and external stakeholders;
  • Proven ability to deliver results and achieve measurable impact in context of operational complexity;
  • Excellent problem-solving skills including the ability to address problems pro-actively and creatively, foresee and mitigate risks and overcome operational challenges as they arise;
  • Proven ability to successfully operate in high-stress environments and maintain high professional standards in hardship locations.

Languages:

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
