Responsibilities

Within delegated authority, the Programme Coordinator will act as the Head of the UNODC Programme Office in Uganda and will be responsible for the following specific duties:

  • Represent UNODC’s position and interests in Uganda and promote strong partnerships with Government institutions, civil society, academia, private sector, regional and international aid agencies and financial institutions, parliamentarians and the media as agreed with the Government within the framework of the “Strengthening Crime Prevention and Criminal Justice Programme in Uganda” and UNODC’s engagement in the country.
  • In coordination with the Regional Office for Eastern Africa (ROEA), within the framework of the Regional Programme for Eastern Africa (2016-2023) and the UNODC Strategic Vision for Africa 2030, define programme objectives and manage the development, funding and implementation of UNODC technical assistance and provision of policy advice in Uganda.
  • Represent UNODC within the UN Country Team and other relevant fora in Uganda and build effective partnerships with UN entities, including joint programmes, ensuring that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country.
  • Build effective relationship with the Resident Coordinator in Uganda and other senior UN managers in the country.
  • Ensure effective monitoring and collection of data on programme implementation, and contribute to national, regional and global efforts to show UNODC’s contribution to wider UN efforts and the Sustainable Development Goals.
  • Act as focal point and monitor drug control, criminal justice, anti-corruption and terrorism prevention related information in the country and contribute, when needed, to internal and external reports and briefings on trends and developments.

Qualification:

  • An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of crime prevention, criminal justice or law enforcement is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience

  • A minimum of seven years of progressively responsible professional work experience in areas relevant to crime prevention and criminal justice is required.
  • Work experience in project management and implementation is required
  • Work experience at the national and/or international level in the field of law enforcement, prison management or penal reform is desirable.
  • Work experience in mobilizing resources is desirable
  • Work experience within the United Nations System including United Nations Country Teams or in a similar international organization is desirable
  • Work experience in aiding government institutions is desirable.
  • Experience in data analytics or related area is desirable

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage
